Chief of Police Johnson presented for approval a Letter of Support for the 911 Funding Gap Grant Application. He stated that the City was successful in the first round of this grant funding. Chief of Police Johnson indicated that he received verbal confirmation that the City was awarded the $200,000.00 that was applied for. He commented that the funding agency initially thought they were going to have far more applications than they had money, and stated that after it was all said and done, they still had $500,000.00 left over. Chief of Police Johnson indicated that the funding agency opened up another application round for the $500,000.00 that is left over. He commented that he would like to submit an application for additional funding and stated that his plan is to utilize the same format that was used with the previous application that was submitted related to personnel expenses. Councilman Deahl moved and Councilman Viktorin seconded to approve the Letter of Support for the 911 Funding Gap Grant Application as presented. Motion carried unanimously.
Director of Public Works (DPW) Harkins presented for approval an Agreement for Professional Services with West Plains Engineering (WPE) in the amount of $15,000.00. He stated that this agreement will provide for the design, bidding services, and construction administration and inspection of the FY27 Lincoln Complex Cooling Tower Replacement Project. DPW Harkins indicated that the City advertised a Request for Proposal for the FY26 Lincoln Complex HVAC Evaluations/Recommendations on 02-25-26 to evaluate the cooling tower and domestic hot water recirculating system, and obtain repair or replacement recommendations. He commented that proposals were received on 04-08-26 with WPE being awarded the project on 04-21-26 in the amount of $3,500.00. DPW Harkins stated that WPE provided the most comprehensive evaluation including deficiency logs, performance assessments and prioritized recommendations. He indicated that WPE will have 90 calendar days to complete the design and bidding services portion of the project after the Agreement for Professional Services has been executed. DPW Harkins commented that the City budgeted $200,000.00 for this project in the FY27 Budget based on estimates that were provided by WPE. Councilman Viktorin moved and Councilman Warren seconded to approve the Agreement for Professional Services with West Plains Engineering for the FY27 Lincoln Complex Cooling Tower Replacement Project as presented. Fire Chief Schick briefly updated the Mayor and Council on the calls that the Torrington Volunteer Fire Department responded to since the last Council meeting. He stated that the department had successful extrication training on 08-08-26 and 08-09-26. Fire Chief Schick thanked Butler’s Auto Salvage and Towing for donating the cars that were used in the training. He also stated that the department will be participating in Safe Kids Day on 08-29-26 at the Goshen County Fair Grounds and indicated that a few members of the department will be attending the Douglas Fire Conference that is scheduled to take place on September 10-13, 2026.
Chaplain Jill Bryan expressed her concerns regarding electric scooters. She stated that with schools back in session, she has noticed a lot of traffic on sidewalks with the electric scooters almost running people over and the operators not wearing helmets. Chaplain Bryan inquired if there are rules, regulations and limits that the operators need to abide by. Mayor Doby responded that the City passed an ordinance last spring relating to electric skateboards, bikes and scooters. He indicated that the basic idea is that if you are under the age of 16 and you are operating an electric skateboard, bike or scooter, you must wear a helmet. Councilman Viktorin commented that there is also a yield requirement to pedestrians in the ordinance. Chief of Police Johnson stated that the Torrington Police Department makes a lot of contacts related to the electric scooters and bikes, and indicated that he would like to think that the ordinance is making a difference. Mayor Doby commented that just by observation in the community, he sees a lot more 16 year olds (and younger) wearing helmets than not.
Councilman Deahl moved and Councilman Viktorin seconded to adjourn to executive session to discuss potential litigation and personnel. Motion carried unanimously.
Councilman Viktorin moved and Councilman Deahl seconded to return the Mayor and Council to regular session. Motion carried unanimously.
