BOARD OF COUNTY COMMISSIONERS of GOSHEN COUNTY, WYOMING

The Board of County Commissioners of Goshen County, Wyoming, met in regular session on the above date at 9:00 a.m. in the Emergency Operations Center (EOC) of the Goshen County Courthouse. The following members were present: Chairman Michael McNamee, Commissioners Justin Burkart and Aaron Walsh, and Mary Feagler, County Clerk and Clerk of the Board.
The meeting was opened with the Pledge of Allegiance. Commissioner Bukart moved to approve the revised agenda for today and the minutes from the July 21st meeting, seconded and passed. Chairman McNamee shared that the August 18th Commissioner meeting has been cancelled due to it being the same day as the Primary Election. The next meeting will be September 1st at the usual time and place. Commissioner Walsh praised the Telegram for their coverage of the fair activities.
Clerk of the District Court, Brandi Correa, did not report due to an issue with her state computer. She will present her earnings report for July and August at the September 1st meeting.
County Grant Writer Hannah Fullmer presented her report, along with three resolutions for consideration and acceptance. Resolution 2026-16: A resolution accepting grant funding from the United States Department of Transportation, Federal Highway Administration, in the amount of $158,188.00 for the Safe Streets and Roads program. Resolution 2026-17: A resolution for a Congestion Mitigation Project. The County agrees to provide a 20% match in the amount of $39,547.20 to assist with the project and develop a Safety Action Plan. Resolution 2026-18: A resolution approving a subrecipient agreement with Volunteers of America (VOA) of the Northern Rockies for the expenditure of opioid settlement funds and authorizing execution of the agreement. The resolution provides $25,000 in opioid settlement funds to VOA of the Northern Rockies. Commissioner Burkart moved to adopt Resolutions 2026-16, 2026-17, and 2026-18, accepting $158,188.00 in grant funding, with the County contributing an additional $39,547.20 for the Safe Streets and Roads program, and allocating $25,000 in opioid settlement funds to VOA of the Northern Rockies, seconded and passed. Commissioner Burkart moved to approve the Grant Writer's report, seconded and passed.
County Road & Bridge Superintendent Chris Stoddard, County Surveyor Bob Taylor and County Planner Karna Stoddard reported. Road Supervisor Chris Stoddard reported the roads have some blowouts from the dry conditions. He stated the VanTassell Highway is in extremely poor condition. County Planner Karna Stoddard presented her report. County Surveyor Taylor briefed the Commissioners on the projects his office is working on. Commissioner Walsh moved to accept the Road & Bridge reports, seconded and passed.
County Clerk Feagler presented three reports: warrant, employee payroll and payroll liabilities. The Clerk’s earnings for July 2026 were $15,363.00. Commissioner Walsh moved to accept the 3 reports, seconded and passed. Resolution 2026-19 to Appoint a Special Prosecuter 2026-19 was signed on July 27th by Chairman McNamee and Commissioner Walsh. Commissioner Burkart signed the Resolution during today’s meeting. Thomas Bozeman, Emergency Management Coordinator & Fire Warden, presented his reports. Commissioner Burkart moved to accept the reports, seconded and passed.
Maintenance Supervisor Kevin Flock was not present, but sent a report via email.
Heather Dittmer, Public Health County Nurse Manager, was not able to attend.
County Assessor Debbi Surratt presented her report. She received 36 budgets. Two of them don’t’ have signatures and she is waiting for those to be resubmitted. Commissioner Walsh moved to accept the Assessor report, seconded and passed.
Resolution 2026-20 was presented to establish the tax levy for the 2026/27 fiscal year. Commissioner Burkart moved to adopt 2026-20, seconded and passed.
The meeting adjourned at 10:41 a.m.
