The Torrington City Council met in regular session on Tuesday, August 4, 2026 in the City Council Chambers at 436 East 22nd Ave. at 4:00 p.m. Present: Mayor Doby, Council Members Deahl, Kelly and Viktorin. Councilman Warren was absent but excused. Also Present: Clerk/Treasurer Strecker, Attorney Eddington, Director of Public Works Harkins, Chief of Police Johnson, Buildings & Grounds Superintendent Estes and Deputy City Clerk Servantez.
Mayor Doby called the meeting to order.
Councilman Viktorin moved and Councilman Deahl seconded to adjourn to executive session to discuss potential litigation and personnel. Motion carried unanimously.
Councilman Deahl moved and Councilman Kelly seconded to return the Mayor and Council to regular session and to adjourn to reconvene at Jirdon Park at 5:30 p.m. Motion carried unanimously.

Mayor Doby called the adjourned meeting to order at 5:30 p.m. at Jirdon Park. He stated that the Mayor and Council is reconvening from their previous session that was held at 4:00 p.m. in the City Council Chambers.
Councilman Deahl led the Pledge of Allegiance.
Mayor Doby led the session with informational announcements on the following items: 1. Mayor Doby welcomed the public to the annual Council meeting at Jirdon Park in conjunction with National Night Out. He stated that National Night Out is sponsored by the Torrington Police Department. Mayor Doby indicated that the Torrington Volunteer Fire Department, Emergency Medical Services, the City of Torrington Electric Department and the Sheriff’s Office are all also participating in the event this year. He thanked Go Goshen for providing free hot dogs to the public and urged everyone to enjoy the evening in Jirdon Park; 2. Announcement that schools will be back in session on 08-17-26; 3. Go Goshen Summer Concert Series update; 4. Broncho Bar Street Dance update; 5. Goshen County Fair/Parade update; 6. Mayor Doby stated that Torrington has offered activities including organized baseball season/tournaments, adult co-ed softball league games, pickleball court play, open swim, lap swim, aerobics, golfing and golf tournaments throughout the summer. He indicated that Torrington is a very busy community in the summer which makes it a wonderful place to live, work and play; 7. Announcement that the Hometown Hustle 5K is scheduled to take place on 08-08-26 from 7:30 a.m. to 1:00 p.m.; 8. Announcement that the Sonrise Church Summer Worship/Breakfast is scheduled to take place on 08-16-26 from 7:00 a.m. to 2:00 p.m. at Pioneer Park; 9. Announcement that the last Go Goshen Summer Concert is scheduled to take place on 08-05-26 from 3:00 p.m. to 9:00 p.m. at the intersection of East A Street and 21st Avenue; 10. Announcement that the Classic Cars on Main Street Event is scheduled to take place on 09-12-26 from 7:00 a.m. to 3:00 p.m.; 11. Announcement that the Torrington Thunder 8U Girls’ softball team secured first place in their division at the Gillette State Tournament; 12. Announcement that the Torrington Thunder 14U Girls’ softball team won the Bronze Bracket championship at the Gillette State Tournament; 13. Announcement that the Torrington Thunder 16U Girls’ softball team finished third in the Silver Bracket championship at the Gillette State Tournament; 14. Announcement that the Torrington Little League 10U Minors All-Stars won the 2026 Wyoming State 10U title. Mayor Doby congratulated all of the players, coaches, parents, grandparents and friends of the players; 15. Mayor Doby urged the public to continue to enjoy the summer season; 16. Reminder to the public to slow down and to be cautious and mindful of the presence of pedestrians, motorcyclists, bicyclists, scooterists and 4 wheelers on the streets; 17. Request to the public to drink responsibly and to not drink and drive; and 18. Request to the public to refrain from using their cell phones while driving.
Councilman Deahl moved and Councilman Kelly seconded to approve the consent agenda which includes the minutes from the 07-21-26 Council meeting as published. Motion carried unanimously.
Mayor Doby requested approval to amend the agenda as follows:
1. Add Personnel Item to the Action Items List as Agenda Item No. 1a.
Councilman Viktorin moved and Councilman Deahl seconded to approve the agenda as amended. Motion carried unanimously.
The bills from 07-22-26 to 08-04-26 were presented for payment. Councilman Kelly moved and Councilman Viktorin seconded to approve the bills for payment as presented. Motion carried unanimously.
Councilman Deahl moved and Councilman Viktorin seconded to approve the Wage Committee recommendation regarding the promotion in the Water Department as presented. Motion carried unanimously.
Mayor Doby asked for public comments, questions or concerns.
Mayor Doby stated that Fire Chief Schick provided him with a written report. He stated that the report indicated that the Torrington Volunteer Fire Department (TVFD) has been involved with several community events recently including fire education with the Diversified Services, Inc. crew, the fair/parade and the Pig Wrestling fair event. Mayor Doby commented that the report also stated that the TVFD will be participating in extrication training and in the upcoming Safe Kids Day. He advised the public to be aware of the increased fire potential due to the current dry conditions and to pray for rain.
Councilman Viktorin stated that he would like to extend his sincere appreciation to Chief of Police Johnson and all of those involved in the planning of National Night Out. He indicated that he had previously thanked Pinnacle Bank and the Torrington Shrine Club for their generosity in purchasing pool passes. Councilman Viktorin commented that he wanted to extend a thank you this Council meeting to the Torrington Elks Lodge for providing a free swim day yesterday, 08-03-26. He stated that it is always appreciated when local organizations give back to the community and provide entertainment, especially for the youth. Mayor Doby indicated that the Mayor and Council believe that the swimming pool is an absolute necessity to have in this community.
Mayor Doby adjourned the meeting at 5:45 p.m.
