BOARD OF COUNTY COMMISSIONERS of GOSHEN COUNTY, WYOMING
Tuesday, July 21, 2026

The Board of County Commissioners of Goshen County, Wyoming, met in regular session on the above date at 9:00 a.m. at the Goshen County Courthouse in the Commissioners’ Chambers with the following members present: Chairman Michael McNamee, Commissioner Justin Burkart, Commissioner Aaron Walsh, and Mary Feagler, County Clerk & Clerk of the Board. The meeting opened with the Pledge of Allegiance. Commissioner Burkart moved to approve today’s revised agenda & the minutes from the July 7th meeting, seconded & passed. Chairman McNamee shared remarks about the candidate forum held last evening for the local candidates. The recording of the forum is available on the Goshen County Republican Party Facebook page. He reminded those in attendance that the August 4th Commissioners’ meeting will also be held in the EOC. He noted public meetings regarding data centers will be held in August in Platte County – one is scheduled for August 26 at 1:00 pm at the Agriplex, at the Platte County Fairgrounds. Finally, he highlighted the Goshen County Fair begins this coming weekend and he encouraged all to take part in the fair activities.
The Sheriff’s Department presented the June 2026 monthly earnings and commissary reporl: Earnings $1,625.00; Commissary $2,650.82. Commissioner Walsh moved to approve the Sheriff’s Department, Commissary, & Earning Reports, seconded & passed.
County Treasurer Leticia Dominguez presented her report via email due to working with Tyler ERP who is on site providing in person training. Commissioner Walsh moved to approve the Treasurer’s report, seconded & passed.

County Clerk Mary Feagler presented her report and the updated Warrant Report. She reported early voting has just begun and is going well. Commissioner Walsh moved to accept the Clerk’s Report & updated Warrant Report, seconded & passed
Library Director Cristine Braddy reported. Commissioner Walsh moved to accept the Library report, seconded & passed.
Amy Smith & Shelbie Hanlon reported for Extension Office. Commissioner Walsh moved to accept the UW Extension report, seconded and passed.
Fair Grounds General Manager, Stephanie Bumguardner, was not able to attend.
Chairman McNamee presented the Resolution 2026-15 adopting the 26/27 budget. Chairman McNamee commented that Commissioners, year after year, are expected to do more with less. He spoke of the importance of building reserve funds rather than being required to deplete them to fund extraordinary expenses that are so common. Commissioner Burkart moved to adopt Resolution 2026-15, a resolution to adopt the 26/27 Fiscal Year Budget, seconded and passed.
