BOARD OF COUNTY COMMISSIONERS of GOSHEN COUNTY, WYOMING
Tuesday, January 6, 2026

The Board of County Commissioners of Goshen County, Wyoming, met in regular session on the above date at 9:00 a.m. in the Commissioners’ Chambers of the Goshen County Courthouse. The following members were present: Chairman Michael McNamee, Vice Chairman Justin Burkart, Commissioner Aaron Walsh, and Mary Feagler, County Clerk and Clerk of the Board.
The meeting was opened with the Pledge of Allegiance. Chairman McNamee announced the amendments to the agenda. Commissioner Burkart moved to approve the revised agenda and the minutes from the December 16, 2025, meeting, seconded and passed.
Chairman McNamee began the meeting by welcoming all in attendance to 2026.
Clerk of Court, Brandi Correa, presented her earnings report for the amount of $2,810.72. Commissioner Walsh moved to accept the report, seconded and passed.
County Grant Writer Hannah Fullmer presented her monthly report and two resolutions to accept Grant applications for the Fair and Library. Resolution 2026-01 for a Wyoming Community Gas Grant for the Library and Resolution 2026-02 for a Wyoming Community Gas Grant for the Fair. Hannah announced the approval of Impact Funding by the Industrial Siting Commission. The County was granted $2,714,387.00. This will mainly go to Fire Districts in the county. Commissioner Walsh moved to accept the report, seconded and passed. Commissioner Burkart moved to adopt Resolution 2026-01 and 2026-02, seconded and passed. The Commissioners commented on their appreciation for the work done by the Grant Writer, along with Fire Warden Thom Bozeman and County Attorney Eric Boyer, for the time and effort in preparation for the hearing of impact fund requests.

County Road and Bridge Superintendent Chris Stoddard, County Surveyor Bob Taylor, and County Planner Michael Tietjen presented the Road and Bridge report. County Planner Michael Tietjen reported that the County Planning Commission is continuing to work on the completion of updating the fee schedule for permits. He invited the public to go to the County Planner website to view the current version of the Goshen County Land Use Plan. The site also has a link to the State DEQ permit status page. Superintendent Stoddard presented his report and presented three CRF agreements for matching Grant funding of expenses. CRF 2501 for $32,759.00 to provide the required 20% additional funding for the Congestion Mitigation and Air Quality Grant. CRF 2502 is to provide the required funding of $5,700.00 for the WRRSP/HRRRP Project. The CRF 2503 agreement is to provide CRF funds of $40,000 to provide funding for grant application preparation. Commissioner Burkart made a motion to adopt each CRF agreement, seconded and passed. County Surveyor Bob Taylor provided more insight on the CRF agreements. Commissioner Walsh moved to accept the Road and Bridge report, seconded and passed.
County Clerk Mary Feagler presented the earnings report, the warrant report, the employee payroll report along with Resolution 2026-03. The earnings for December were $14,167.35. Commissioner Walsh moved to accept the Clerk’s report and approve the earnings and warrant report. Commissioner Burkart moved to adopt Resolution 2026-03, a Resolution to Authorize the Transition of Library Operations to County Management, seconded and passed. Thom Bozeman, Emergency Manager, Fire Warden, and Interim IT Director, presented his reports. Commissioner Burkart moved to approve the report, seconded and passed.
The Public Health Nurse, Heather Dittmer, reported on her department. Commissioner Walsh made a motion to approve the Public Health report, seconded and passed.
Maintenance Supervisor Kevin Flock presented his report. He brought pictures of the roof of the Public Health building showing wind damage. It will need to be replaced. Commissioner Burkart moved to accept the report, seconded and passed.
Andrew Wendt, the representative for Atlas, CPA Advantage, auditor for the County, appeared by Zoom to discuss the audit for the County. The County had a favorable audit report, with no concerns.
In old business, Renita Glasoe requested to be placed on the agenda to discuss a mobile home in South Torrington that is partially in the roadway and several properties that are severely neglected and she feels are a hazard the public. The road superintendent, Chris Stoddard, has contacted the owner of the mobile home several times to request they move the trailer house. Chairman McNamee explained to her that without zoning in the county they have no jurisdiction over the complaints she spoke of. Ms Glasoe brought ideas to the Commission that she believes the County should undertake to improve the South Torrington neighborhood and the area along Highway 85 near the Sugar Factory.
The Commissioners voted yes on whether to place the question of forming a Senior Citizen District on the 2026 Primary Election ballot. If approved by a majority of yes votes, the Senior Citizens District would be authorized to receive a maximum of two mills in property taxes collected within Goshen County for funding the Senior Citizen District. Commissioner Burkart moved to vote on whether the question should be placed on the ballot, seconded and passed.
Dr. O’Toole, a veterinarian from Laramie, and several county residents attended the meeting to raise concerns about horses that are not being fed by their owner and are instead being cared for by Gary Hubert and others. The horses are located on David Kendall’s property north of Lingle. Speakers expressed concerns about animal neglect and gaps in existing laws that limit timely intervention. Bryan Grapes, a former brand inspector, commented that animal abuse cases are uncommon in court and require judicial familiarity with available enforcement options. Dr. O’Toole noted there may be additional horses in the county owned by the same individual.
