BOARD OF COUNTY COMMISSIONERS of GOSHEN COUNTY, WYOMING
Tuesday, November 4, 2025

The Board of County Commissioners of Goshen County, Wyoming, met in regular session on the above date at 9:00 a.m. at the Goshen County Courthouse in the Commissioners’ Chambers. The following members were present: Chairman Michael McNamee, Vice Chairman Justin Burkart, Commissioner Aaron Walsh, and Mary Feagler, County Clerk and Clerk of the Board.
The meeting was opened with the Pledge of Allegiance. Chairman McNamee announced the amendments to the agenda. Commissioner Burkart moved to approve the revised agenda and the minutes from the October 21, 2025, meeting, seconded, and the motion passed.
Clerk of Court, Brandi Correa, reported the October earnings were $3,106.00. Commissioner Walsh moved to accept the Clerk of Court report, which was seconded and passed.
County Grant Writer Hannah Fullmer presented her monthly report and an addendum to Resolution 2025-14, as the application was for $434,352.00 and the amount awarded was $131,034.00, requiring a 20% match of $32,759.00. Commissioner Burkart made a motion to adopt the addendum to Resolution 2025-14, seconded and passed. She reported that the hearing for the Impact Funding with the Industrial Siting Committee will be on November 20th and 21st. Commissioner Walsh moved to accept the Grant Writer report, seconded and passed.

County Road and Bridge Superintendent Chris Stoddard, County Surveyor Bob Taylor, and County Planner Michael Tietjen presented the Road and Bridge report. County Surveyor Robert Taylor presented a Plat Map for approval of the Meadowlark Subdivision. Commissioner Burkart made a motion to approve the subdivision, seconded and passed. County Planner Michael Tietjen reported on a subdivision in Hawk Springs that is in the process of approval with the County Planning Board. Road Superintendent Chris Stoddard reported on the ongoing road maintenance and preparation for snow. He asked about the Full-time Temporary position request he had made in the last meeting. One interesting fact that was brought up is that Goshen County has more bridges than any other county in the state. Commissioner Walsh moved to accept the Road and Bridge report, seconded and passed.
County Clerk Mary Feagler presented the earnings report, the warrant report, and the employee payroll report. The earnings for October were $14,875.25. Commissioner Burkart moved to accept the Clerk’s report. Thom Bozeman, Emergency Manager, Fire Warden, and Interim IT Director, was not present to give his report. He emailed the report.
The Public Health Nurse, Heather Dittmer, reported on her department. They have administered 170 Covid immunizations and 375 Flu immunizations so far. She asked if they would have permission to close the office from 12:00-1:00 each day to help with office efficiency. Chairman McNamee agreed with Nurse Dittmer that establishing a regular time each day for closing would be beneficial, but asked if offsetting it to accommodate working people coming in on their 12:00-1:00 lunch hour. She agreed 11:30-12:30 might be better suited. Commissioner Burkart made a motion to allow Public Health to be closed for a lunch hour starting in January for a three-month trial run, seconded and passed. Commissioner Burkart made a motion to approve the Public Health report, seconded and passed.
Maintenance Supervisor Kevin Flock presented his report. He presented two bids on replacing the cooling tower louvers on the roof that leak. He also brought up a closet in the Treasures office that has no air conditioning. The closet holds computer equipment and should have adequate cooling to keep the temperature controlled. The estimate to replace the heat pump is nearly $14,000. He reported a pump that was replaced in the boiler in 2022 and is failing again. He is waiting on a quote for the replacement.
In other business, Tom Feeser who has presented a Subdivision Plat to the Planning Commission is waiting for approval. Mr. Feeser believes the DEQ is not going to approve because the number of lots in the Subdivision is below the required number. They have sent correspondence stating that the County Planning Commission can approve the Subdivision without the DEQ’s approval due to the number of lots. County Planner, Michael Titjen stated the DEQ approval is preferred by the Planning Commission even if it is not required. Chairman McNamee requested more information from the DEQ’s stance on the matter.
Linda Cockett requested the Commissioner’s approve a question for approval of a Senior Citizen District being placed on the ballot, as they provide many services for Seniors in the county, and funding for the services has become difficult. The commissioners agreed to consider the request, and a decision will be made at a later date.
The regular meeting adjourned at 10:55 a.m. to go into executive session. The next meeting will be Tuesday, November 18th, 2025, at 9:00 a.m. Per Wyo.
