The Torrington City Council met in regular session on Tuesday, October 21, 2025 in the City Council Chambers at 436 East 22nd Ave. at 5:30 p.m. Present: Mayor Doby, Council Members Deahl, Kelly, Viktorin and Warren. Also Present: Clerk/Treasurer Strecker, Attorney Eddington, Director of Public Works Harkins, Chief of Police Johnson, Buildings & Grounds Superintendent Estes, and Deputy City Treasurer Dockins.
Mayor Doby called the meeting to order.
Councilman Warren led the Pledge of Allegiance.
Mayor Doby led the session by stating the council’s primary duty is to protect the health, safety, welfare, and morals of Torrington’s citizens and visitors which includes creating and enforcing ordinances. To address recent citizen questions, the Mayor read a post from the Torrington Police Department's Facebook page, written by Chief of Police Johnson. According to the post, utility or livestock trailers can only be parked on the street if they are attached to a vehicle. Recreational equipment (boats, motorhomes, travel trailers) cannot be stored on the street but may be parked for up to 48 hours for purposes of repairing, cleaning, stocking, or recharging batteries. Privately owned vehicles may be parked on public streets if they are operable and registered. A vehicle under repair can only be inoperable for a period of five days or less. Semi-tractors/trailers, in residential areas, can be parked for a maximum of eight hours and must not block driveways, sidewalks, or fire hydrants. Code enforcement and police officers first attempt to make contact and educate citizens before issuing a citation.
Councilman Viktorin moved and Councilman Kelly seconded to approve the consent agenda which includes the minutes from the 10-07-25 Council meeting as published and all actions therein be ratified. Motion carried unanimously.

Councilman Deahl moved and Councilman Kelly seconded to approve the agenda as presented. Motion carried unanimously.
Mayor Doby announced that there were two speakers signed up for Public Forum. Robert Fisher with AirMedCare Network (AMCN) spoke to the council about insurance coverage for medical transport services for city employees. Marie Flanagan spoke in opposition to the ordinance which will reduce the number of members on the Planning Commission.
Mayor Doby read a proclamation declaring October 2025 as National Disability Employment Awareness Month. The proclamation recognizes the 80th anniversary of National Disability Employment Awareness Month (NDEAM) and highlights the value that individuals with disabilities bring to the workplace. Kate Hutchins and Erin Romig spoke in support of the proclamation by providing statistics for Wyoming VR services. There is a $13.00 return on investment in taxable income for every $1.00 spent on VR services. In FY 2025, the program served 4,076 people and helped 437 individuals achieve competitive employment at an average wage of $15.92/hour. Councilman Viktorin moved and Councilman Warren seconded to approve the Mayor signing the proclamation. Motion carried unanimously.
Chris Dutcher with Midwest assistance program (MAP) presented the organization’s services to the Council. MAP is a non-profit that assists small communities (under 10,000 population) with water, wastewater, and solid waste projects at no cost. Services include assistance with grant applications, system mapping, infrastructure development, as well as training and education. Councilman Deahl moved and Councilman Viktorin seconded to request assistance with grant/loan applications for the new baler facility. Motion carried unanimously.
Attorney Eddington read by title AN ORDINANCE AMENDING AND RE-ENACTING CHAPTER 2.20. OF THE TORRINGTON MUNICIPAL CODE, 2025 REVISIONS, RELATING TO PLANNING COMMISSIONS. Mayor Doby stated that the Mayor and Council are under the authority of the United States Constitution, the Wyoming Constitution, the Wyoming State Statutes and City Ordinances and are held accountable under all of them. Mayor Doby referenced Wyoming Statute 15-1-502 Commission Authorized, a statute passed by the state legislature in 1980, which allows the city the ability to have a Planning Commission. He also referenced Wyoming Statute 15-1-507, General Powers of Commission. He noted that the Commissions powers are discretionary and that it serves in an advisory capacity to the Mayor and Council. The Ordinance passed first reading on September 16, 2025 and the second reading on October 7, 2025. The Mayor emphasized that a five-member structure is the optimal size for commissions to ensure effective voting. He stated that the State Lands and Investment Board and the Goshen County Planning Commission both have five members. Mayor Doby further explained that all Planning Commission meetings are publicly noticed in the paper ensuring the public has the opportunity to attend and provide input. Buildings & Grounds Superintendent Estes stated that there is one small change in Section 2.20.030(b) Staff Services with the addition of “or their designee” to the clause “either the administrator or the zoning officer will attend all the meetings “ and he has not received any public comments in his office. Councilman Deahl moved, and Councilman Kelly seconded to approve on third reading, the Ordinance Relating to Planning Commissions. Voting aye Deahl, Kelly, and Doby, nay Viktorin and Warren. Motion carried 3 to 2.
Mayor Doby noted the time had arrived for the Mayor and Council to adjourn from regular session and convene as Board of Adjustment.
Buildings & Grounds Superintendent Estes stated that Dan and Judy Hill are requesting a variance to allow for a 168 Sq. Ft. addition to the original carport located on 2717 East B Street. The Planning Commission approved the variance and staff recommends approval. Mayor Doby opened the public hearing for consideration of the variance request. He asked for comments for or against the variance request. Hearing no public comment, the public hearing was closed. Councilman Viktorin moved and Councilman Warren seconded to approve the 168 Sq. Ft. variance for Dan and Judy Hill. Motion carried unanimously.
Buildings & Grounds Superintendent Estes presented the request from B & B Land and Holding, LLC for a Preliminary Plat for a 1.51 Acre, 2-lot Subdivision to be known as “Family Dentistry P.C. Subdivision”. Dr. Marsh is requesting approval of a preliminary plat which will be subdivided into two parcels. The property is contiguous to the city and will be annexed upon approval of the final plat. Dr. Marsh is planning to build a new dental building in the south portion. His long-term vision for the area north is to develop a medical health plaza. Dr. Marsh thanked the Mayor, Council, Mr. Estes, and Benchmark for a smooth and easy process. Buildings & Grounds Superintendent Estes stated that Dr. Marsh and the City are working on the extension of water and sewer service to the area. The Planning Commission approved the preliminary plat and staff recommends approval. Mayor Doby opened the public hearing for consideration of the preliminary plat request. He asked for comments for or against the request. Hearing no public comment, the public hearing was closed. Councilman Deahl moved and Councilman Viktorin seconded to approve the preliminary plat for a 1.51 acre, 2-lot subdivision to be known as “Family Dentistry P.C. Subdivision”. Motion carried unanimously.
Buildings & Grounds Superintendent Estes presented the request from the Hattan Family Trust Dated 09/25/2014 for the approval of a Preliminary Plat for a 2.03 Acre, 5-6-lot Subdivision to be known as “Hattan Subdivision”. Robert Taylor with Benchmark explained that the project was prompted by new City water and street infrastructure and involves re-platting the land to consolidate historical 25-foot wide lots into larger, more practical lots. Buildings & Grounds Superintendent Estes also stated that future discussion with Mr. Hattan may be needed for a zone change from the current R4 to R3. The Planning Commission approved the preliminary plat and staff recommends approval. Mayor Doby opened the public hearing for consideration of the preliminary plat request. He asked for comments for or against the request. Hearing no public comment, the public hearing was closed. Councilman Viktorin moved and Councilman Kelly seconded to approve the preliminary plat for a 2.03 Acre, 5-6-lot Subdivision to be known as “Hattan Subdivision”. Motion carried unanimously.
Mayor Doby returned the Mayor and Council to regular session.
Golf Pro Dent presented the 2026 Golf Tournament Schedule and the 2026 Golf Rates and Fees for approval. The Tournament Schedule is mostly unchanged, but a decision is pending for the Wyoming State Golf Association which could result in an additional tournament. Golf Pro Dent presented the 2026 Golf Rates stating that he is recommending no change in rates this year. The rates have increased seven consecutive years and he believes there is a limit to how much fees can be raised and still be competitive to other 18-hole public golf courses. Councilman Viktorin moved and Councilman Deahl seconded to approve the 2026 Tournament Schedule and 2026 Golf Rates and Fees. Motion carried unanimously.
The bills from 10-08-25 to 10-21-25 were presented for payment. Councilman Kelly moved and Councilman Warren seconded to approve the bills for payment as presented. Motion carried unanimously.
Mayor Doby asked for public comments, questions or concerns.
Dennis Estes was asked by Fire Chief Correa to update the Mayor and Council on the calls that the Torrington Volunteer Fire Department (TVFD) responded to in the last couple of weeks. Estes reported that fire calls have been minimal consisting of a couple of false alarms and a minor structure fire in a kitchen. He also commented on Fire Prevention Week. He encouraged homeowners to check their home smoke detectors. The TVFD will be participating in the Trunk-or-Treat event on Halloween where they will be distributing free smoke detectors and batteries.
Director of Public Works Harkins updated the Mayor and Council on the East D construction project. Paving has been completed between 20th and 21st Avenues and the water line installation is complete to just north of 23rd Avenue. The storm sewer is complete to 22nd Avenue. The contractor plans to complete all work up to 24th Avenue before shutting down for winter. The remainder of the project will be completed in spring of 2026. Director Harkins also reported on the Wastewater Treatment Plant Project stating that the contractor is currently working on tying rebar for the headworks building. Piping between the headworks building and the bypass lift station is complete. The contractor is waiting on waterproofing material for the exterior of the headworks building before they can complete the backfilling. Councilman Viktorin asked for an update on the testing of a used transformer located in Grand Island, NE which may be purchased to temporarily replace the broken transformer in the Eastside Industrial Park substation. Electro-Test and Maintenance will be testing the unit today. If the unit passes the testing, it may be purchased for about $37,000. Councilman Viktorin asked for an update on the new online bill pay system upgrade. Clerk/Treasurer Strecker reported that it is going fairly well. As of October 15th, the old processor will no longer accept payments for City utility bills. Clerk/Treasurer Strecker stated that there have been a few instances of double payments, but customers have been very understanding. The City Hall staff has done a wonderful job with answering questions and assisting customers through the transition. Councilman Deahl commented that October is Cancer Awareness month.
Mayor Doby adjourned the meeting at 7:09 p.m.
