Notice is hereby given that the City of Torrington, Wyoming will receive sealed RFPs for the furnishing of all labor, materials, tools, appliances, transportation, and services necessary for:
providing Professional Inspection Services for the construction of 14,071 lineal feet of 8” Cure-in-place pipe (CIPP), 307 lateral reinstatements, 441.63 vertical feet of manhole Protective Coating Material (PCM) and all incidentals associated with the RFP items;
for the FY26 – SEWER & MANHOLE LINING IMPROVEMENTS. A complete set of the Project Manual and Plans on a USB drive may be obtained at the Office of the City Engineer, City of Torrington, 436 East 22nd Avenue, P.O. Box 250, Torrington, Wyoming 82240 upon payment of a non-refundable fee of $10 for each USB drive.
RFPs will be received until 2:00 P.M. Local Time, on the 29th day of October, 2025. RFPs will then be evaluated by City staff and the RFP that best fulfills all the requirements of the RFP will be awarded an agreement for professional services contract. All RFPs must be furnished on forms supplied by the City of Torrington. Sealed envelopes containing RFPs shall be clearly marked with the project title and shall show the name and address of the individual/firm submitting the proposal. RFPs which are not prepared and filed in accordance with the RFP may be rejected. RFPs may not be withdrawn after the time fixed for opening. The City reserves the right to reject any and all RFPs and the right to waive irregularities in RFPs received.
All RFPs must be accompanied by a bond with sufficient surety, or a certified check or cashier's check, or bank draft on a reputable bank, for not less than five percent (5%) of the total amount of the RFP, payable to, and to be forfeited to, the City of Torrington as liquidated damages if the individual/firm fails to enter into a contract within thirty (30) days after award. Facsimile (fax) or other copies of bonds are not acceptable, nor are certified or cashier's checks which have an expiration date of less than one year. NO RFP WILL BE CONSIDERED IF NOT ACCOMPANIED BY SUCH BOND, CERTIFIED OR CASHIER'S CHECK OR BANK DRAFT, OR IF NOT IN CONFORMANCE WITH THE PROVISIONS OF SECTION 15-1-113, W.S.
