BOARD OF COUNTY COMMISSIONERS of GOSHEN COUNTY, WYOMING
Tuesday June 3, 2025
The Board of County Commissioners of Goshen County, Wyoming met in regular session on the above date at 9:00 am at the Goshen County Courthouse in the Commissioners’ Chambers with the following members present; Chairman Michael McNamee, Vice Chairman Justin Burkart, Commissioner Aaron Walsh, and Mary Feagler, County Clerk and Clerk of the Board.
The meeting was opened with the Pledge of Allegiance. Commissioner Burkart moved to approve the revised agenda and the minutes from the May 20th meeting, seconded and passed.
Chairman McNamee congratulated all of the county graduating seniors from the three high schools in the County and the EWC students. He also thanked the County Clerk’s office for organizing the cleanup at the Adam Walter Botanical Park.
Clerk of Court Brandi Correa presented the earnings report for District Court, the monthly earnings were $3,727.50. Commissioner Burkart moved to accept the earnings report, seconded and passed.
County Grant Writer, Hannah Fullmer presented her monthly report. Commissioner Walsh moved to accept the Grant Writer report, seconded and passed.
County Road and Bridge Superintendent Chris Stoddard, County Surveyor Bob Taylor and County Planner Michael Tietjen presented the Road and Bridge report. Chris Stoddard, Road and Bridge Superintendent reported the condition of the roads after the severe weather the county experienced the evening before the meeting. The charges for the County permits issued through the County Planner were briefly discussed and the Chairman asked that County Planner Michael Tietjen bring suggested increases to his next scheduled meeting. County Surveyor Bob Tayler agreed and mentioned the road permitting fees could also be increased. Commissioner Walsh moved to accept the Road and Bridge Report, seconded and passed.
County Clerk Mary Feagler presented the earnings report, the warrant report, and the employee payroll report. The earnings for the month of May was $16,571.00. She also presented a petition for nomination to place Adam Tregemba as the District 5 director on the Weed and Pest Board. Commissioner Burkart moved to approve the nomination, seconded and passed. Commissioner Walsh moved to accept her earnings report, the warrant report, and employee payroll report. Thom Bozeman, Emergency Manager, Fire Warden and Interim IT Director, presented his monthly reports. Thom requested a new credit card for the employee Sondra Ellis to use for purchasing purposes. He also presented the MOU’s for the town of Lingle and Fort Laramie. The MOU’s were approved and signed by the Commissioners. Commissioner Walsh moved to accept the EM/Fire Warden and IT report, and to give permission for the credit card in Sondra Ellis’ name, seconded and passed.
The Regional Public Health Nurse, Kim Proffit presented the report and introduced the new Goshen County Public Health Nurse Manager, Heather Dittmer. Ms. Proffit also produced the MOU for the County Health officer. It is a four year agreement. She reported on the Senior Expo they had last week at the Pony Express room and also announced an Alzheimer’s grant the department received. She also reported there is a measles case in nearby Sheridan County, Nebraska. Commissioner Burkart moved to accept the Public Health report and to approve the County Health Officer MOU, seconded and passed.
Maintenance Supervisor Kevin Flock was not present for his report. He was working on leaks in county buildings due to the heavy rain the evening before.
County Assessor Debbi Surratt presented her report. Chairman McNamee started by congratulating her on her 40 years of service working in the Assessor’s office and invited everyone to stop by her office in the afternoon to celebrate with her. She announced that there were no formal appeals on the property tax valuation for the year. She presented the latest report on the property exemptions that were filed for the year. Commissioner Walsh moved to accept the Assessors report.
The Commissioners considered the adoption of the Wind Energy Siting Regulations. Chairman McNamee briefed those in attendance of what is required of the Commissioners in the circumstances of County Regulation. He expressed his desire to have the regulations signed and in place before the meeting was adjourned. Commissioner Burkart moved to approve the Wind Energy Siting Regulations, seconded and passed. Chairman McNamee announced a meeting that will be held June 10th from 2:00-4:00 pm to inform the Commissioners of the processes and procedures of the Industrial Citing Committee, DEQ and answer any questions they might have. He invited the public to attend the meeting with DEQ to also be informed of the process.
Melissa Stevens and Brandi Correa attended the meeting to discuss the Wyoming Guardian ad litem program. The County currently has a pending case that has been appointed to the state GAL program which the county does not have a MOU agreement with the state program.Commissioner Burkart moved to go into executive session.
