BOARD OF COUNTY COMMISSIONERS of
GOSHEN COUNTY, WYOMING
Tuesday March 5, 2024

The Board of County Commissioners of Goshen County, Wyoming met in regular session on the above date at 9:00 am at the Goshen County Courthouse in the Commissioners Chambers with the following members present, Commissioner Michael McNamee, Commissioner Justin Burkart, Commissioner Aaron Walsh, and Mary Feagler, County Clerk and Clerk of the Board.
The meeting was opened with the Pledge of Allegiance. Commissioner Walsh moved to approve the agenda and the February 20th meeting minutes, seconded and passed. Chairman McNamee opened the meeting briefly commenting on the hard work our local legislatures have been doing in Cheyenne. He also congratulated the local high school basketball players, wrestlers and indoor track athletes. The county as a whole had a successful winter sports season. The Southeast Cyclone Girls basketball team were the 1A state champions. Chairman McNamee introduced the new Road & Bridge superintendent Boyd Wagner.
Clerk of Court Brandi Correa presented her monthly earnings report for January in the amount of $4,332.35. Commissioner Burkart moved to accept the Clerk of District Court earnings report, seconded and passed.
Val Hankins, Road and Bridge Administrator, Boyd Wagner, Road and Bridge Superintendent, County Surveyor Bob Taylor, and County Planner Mike Tietjen were present for the Road and Bridge report. County Planner briefed the Commissioners on coming Plats that will be presented for approval at a later date. He also informed them that the Solar Regulations have been completed by the Planning Commission and are now in the thirty-day comment period. County Surveyor Bob Taylor spoke again about Road 15 South of Fort Laramie. The road is in bad repair. They are in the beginning stages of doing a road study to plan to do repairs. New Road & Bridge Supervisor Boyd Wagner reported the road operators were currently participating in a training on operating the new road graders. Commissioner Walsh moved to accept the Road and Bridge report , seconded and passed.

County Clerk Mary Feagler presented her monthly reports. The monthly earnings report for the County Clerk’s Office is $12,167.50. She also presented the warrant report, the earnings report and employee bonds for approval. Commissioner Burkart moved to approve the warrant report, earnings report, and employee bonds, seconded and passed. Fire Warden and Emergency Manager Thom Bozeman presented his monthly report by e-mail. He was unable to attend as he was at a training in Cheyenne. Commissioner Walsh moved to accept the Emergency Manager and Fire Warden report.
County Maintenance Supervisor Kevin Flock presented an estimate for repair of the Maintenance department pickup.
County Assessor Debbi Surratt had no report.
Goshen County Library had no report.
In new business Shawn Booth reported for GID. He reported on the progress of the tunnel collapse rebuild. The tunnel reconstruction is going to begin in the fall of 2024.
Gregory Whalen who requested to be on the agenda regarding the Dietzler operation at Yoder did not attend.
The Commission adjourned at 10:24 am. The next regular meeting will be March 19th at 9:00 am at the usual place and time. Per Wyo. Stat. §18-3-516(f), access to the county information can be obtained at www.goshencounty.org or by calling the Clerk’s office (307)532-4051(approved for publication)
