Public meeting reviewing East D improvements

TORRINGTON – In a recent public notice in the Wednesday, May 15 edition of the Torrington Telegram, the City of Torrington, announced there will be a public meeting on May 30 at noon in the city courtroom to review and comment on the FY25 – East D improvements project.

“This project will replace the 50-year-old undersized waterline and storm sewer, and will reconstruct the street, curb, gutter, and sidewalk.  This project is estimated to cost $7,000,000 and is recommended as part of the city’s water master plan that was completed in 2020,” the notice reads. 

The city will present the preliminary design of the proposed projects during the meeting and according to the public notice, the city will also discuss the estimated cost of the improvements and the plan to fund those improvements. 

“Based on current cost estimates, the City of Torrington plans to borrow $2,700,000 from the Wyoming Drinking Water State Revolving Loan Fund (SRF), and $2,500,000 from the Wyoming Clean Water SRF administered by the Wyoming Office of State Lands and Investments,” the notice reads. “In addition, the City will utilize State Urban Systems funds in the amount of $1,400,000.”

The notice further indicated the city will also borrow $400,000 from the state in a Capital Construction Loan, which a user fee increase will repay.
