BOARD OF COUNTY COMMISSIONERS of
GOSHEN COUNTY, WYOMING
Tuesday February 6, 2024

The Board of County Commissioners of Goshen County, Wyoming met in regular session on the above date at 9:00 am at the Goshen County Courthouse in the Commissioners Chambers with the following members present, Commissioner Michael McNamee, Commissioner Justin Burkart, Commissioner Aaron Walsh, and Mary Feagler, County Clerk and Clerk of the Board
The meeting was opened with the Pledge of Allegiance. Commissioner Burkart moved to approve the agenda, seconded and passed. Commissioner Walsh moved to approve the January 16th minutes, seconded and passed. Chairman McNamee opened the meeting announcing the Zoom meeting with the Industrial Siting Council on Friday February 16th during the public comment portion of the meeting that begins at 10:00 am. The public is welcome to join the meeting.
Clerk of Court Brandi Correa presented her monthly earnings report for January in the amount of $2,879.50. Commissioner Walsh moved to accept the Clerk of District Court earnings report, seconded and passed.
Val Hankins, Jarrod Swartwood, County Surveyor Bob Taylor, and County Planner Mike Tietjen were present for the Road and Bridge report. County Planner Michael Tietjen reported that the DEQ approved the Waste Water permit for the Lewis Feedlot. Now the County Planning Commission will be looking at the county permitting for the Confined Animal Facilities permit. The Lippincott Feedyard is also due for renewal. Mr. Tietjen also mentioned he has been contacted by two Solar Companies who are interested in developing Solar Projects in the County.  County Surveyor Bob Taylor presented a preliminary Plat for a subdivision which is an electric substation for Wyrulec. He also presented a final plat for Original Town of Hawk Springs, 2nd filing. Commissioner Burkart moved to approve the plat, seconded and passed. He also presented a Plat for the Marcus Subdivision out near Veteran. Commissioner Burkart moved to approve the final plat, seconded and passed. Road and Bridge Interim Supervisor Jarrod Swartwood and Administrative Assistant Val Hankins presented a bid for a correction to a curve on Mckenna Road. The presented recommended bid was by Caylor & Genz for $15,002.00. Commissioner Burkart moved to approve Val as signor on all documents and approve the bid, seconded and passed. A MOU was presented for signing for road closures between Goshen County and WYDOT. Bob Taylor spoke on a bridge grant in the county. There are three bridges that they are concerned with. They received an agreement to repair one of the bridges by using the grant funds. It is at the County Attorney for legal review. The expense will be paid 100% by the grant. The agreement will be presented after review. Ms. Hankins presented a CRF agreement to use $100,000 of CRF funds toward the purchase of one of the new Graders. Commissioner Walsh moved to approve CRF 2401 for the purchase of a Motor Grader. The remainder will be paid by the county. The purchase of the remaining 2 Graders will be addressed at the next meeting as to how the county intends to purchase them. Chairman Burkart made a motion to accept the Road and Bridge report in its entirety.
County Clerk Mary Feagler presented her monthly reports. The monthly earnings report for the County Clerk’s Office is $13,588.50. She also presented the warrant report, the earnings report and employee bonds for approval. Commissioner Burkart moved to approve the warrant report, earnings report, and employee bonds, seconded and passed.
Fire Warden and Emergency Manager Thom Bozeman presented his monthly report. He has been working on updating the handbook on the drug and alcohol portion. The biggest change is random drug testing to Sheriff’s office employees and pre-employment drug testing of all employees. Mr. Bozeman spoke about some of the equipment that the EM department has but has no place to store out of the weather. The purchase of a building which is at 1226 East M St in the amount of $325,000.00 for the purpose of housing the EM equipment is in negotiation.  Commissioner Burkart moved to accept the Fire and Emergency Manager Report, seconded and passed.
Cristine Braddy, Bob Taylor and Library board member Dee Ludwig reported on the Library Parking lot that was previously discussed. They brought an agreement to perform a study of the repair and provide proper drainage for the area. Mr. Taylor estimated the cost to be about $100,000. They came with a request of $8,700.00 to begin the process. Commissioner Burkart moved to approve proposal and Agreement for services, seconded and passed.
County Assessor Debbi Surratt was unable to attend as she was that the Statewide County Assessors meeting, but she submitted a rebate in the amount of $506.05 for the 2023 tax roll. Commissioner Burkart moved to approve the rebate, seconded and passed.
Jeffery Hawes, President of EWC was present.  He will share the facility master plan with the commissioners. He hopes to partner with the county to benefit both EWC and the County.
Goshen County Republican Party Chairman Kirk Haas had sent a resolution to the commissioners. Chairman McNamee read the Resolution concerning immigration by undocumented illegal aliens. He stated they found a couple of items they would like changed before signing. The draft with changes will be reviewed by the commissioners before signing.
A nomination petition was presented for the Weed & Pest District to nominate Jennifer Scheer to remain and continue another term on the board. Commissioner Burkart moved to reappoint Jennifer Scheer to the Weed and Pest Board, seconded and passed.

Wyoming Horse Racing owners, John Sheldon and Nick Hughes attended the meeting to introduce themselves and share that they are interested in opening a business in Goshen County within the city limits at the Sinclair Truckstop.
The County Commissioners opened the duly published liquor license hearing. Commissioner Burkart moved to approve the liquor licenses for the below licensees, seconded and passed.

Commissioner Walsh moved to keep all of the liaison committee appointments the same, seconded and passed.
John Ellis former County Commissioner commented on the importance of Commissioners participation in the Legislative session in Cheyenne.
Jesse Bowen was present to update the commissioners on the projects in the IT department as he had been asked for an update from Commissioner Burkart.
