The Regular Meeting of the Lingle Town Council convened at 6:00 PM February 7, 2024 with Mayor Unverzagt leading the Pledge of Allegiance. Upon roll call, the following were present, constituting a quorum: Mayor: Al Unverzagt Council Members: A.J. Lambert Micah Foster Kathy Wilhelm Brandie Cook
There was also present: Police Chief: Endra Andrews Town Attorney: Anna Barnes Town Supervisor: Jeremy Ochsner A/Town Supervisor: Logan Dailey LVFD S/T: Tabitha Lambert Clerk/Treasurer: Richard Reyes D/C/T: Nakisha Garner Mayor Unverzagt welcomed all to the meeting and thanked them for being present. Mayor Unverzagt called for approval of the agenda. CM Wilhelm moved to approve the agenda as presented. CM Cook voiced the second and the motion carried unanimously. Mayor Unverzagt called for approval of the minutes of the January 24, 2024 regular council meeting. CM Cook moved to approve the minutes as presented. CM Wilhelm voiced the second and the motion carried unanimously. BILLS FOR JANUARY 2024: Discussion took place in reference to the Tru-Green one-time annual payment of $3,628.05. Council voted by consensus to forego the annual payment and pay Tru-Green as applications are applied. CM Lambert moved to approve the payment of the town bills in the amount of $104,252.92. CM Foster voiced the second and motion carried unanimously. PUBLIC COMMENT: Bob Taylor of Benchmark discussed the de-annexation of the Scott Addition to Lingle, Wyoming. The property is not in the Lingle corporate limits. The de-annexation is taking place as a precaution. POLICE ITEMS: PC Andrews reported: Her computer is down therefore she is unable to provide a report of her activities to council; the police car has been in the shop and she has utilized the time in plain clothes at the school; She is investigating an ongoing issue at the school. LEGAL ITEMS: TA Barnes reported: The Visionary legal office is still reviewing changes to the draft of Ordinance #365 AN ORDINANCE GRANTING A FRANCHISE TO VISIONARY COMMUNICATIONS, LLC ON BEHALF OF ITSELF AND ITS OPERATING AFFILIATES (“VISIONARY”) TO OPERATE AND MAINTAIN A TELECOMUNICATIONS SYSTEM (“SYSTEM: OR “THE SYSTEM”) IN THE TOWN OF LINGLE, WYOMING (“TOWN” OR “THE TOWN”). MAINTENANCE ITEMS: TS Ochsner reported: The town passed the current water sample; Oil and filters have been ordered and annual maintenance will begin when received; A power washer has been purchased for use in town; Six 30’ electrical poles have been purchased; ATS Dailey presented information he gathered from Kinetico and Culligan concerning a water softener purchase for the Community Center. Council decided to wait on the purchase and include the unit in the FY2025 budget; The equipment sale approved by council will take place March 6, 2024 on the Big Iron website; The town’s burn permit has been renewed; He discussed the lead/copper inventory needed for all houses in Lingle and water meters that will be required by the state for future grant applications by the town. Grants and matches are available for the projects; Town staff prefers desktop computers as opposed to laptops. The Wyoming Community Gas funds in the amount of $4,484.75 are planned to be combined with Goshen IT hardware funds for purchase; Lingle resident Todd Erskine suggested a basketball court be placed in Whipple Park which prompted discussion of the playground equipment. Both will be further examined at a future meeting; Parking issues around the school were discussed. LVFD ITEMS: S/T Lambert reported: Eight ambulance calls and one fire call took place since the last council meeting; Plans for the Coyote Hunt were discussed. Free will donation meals will take place February 23rd and 24th with a Calcutta taking place the evening of February 23rd. ADMINISTRATIVE ITEMS: C/T Reyes reported: The want ad was placed for the Pool and Assistant Pool managers; Visionary has placed work orders for installation of internet and phone service; Grant funds distributions are delayed at the state level due to the large number of awards.  This will impact the award of the Town of Lingle’s Sewer Rehab and Transfer Station projects; WYRULEC issued a $35 credit to the cemetery and C/T Reyes assembled a thank you letter to be signed by the council. ORDINANCES: The FIRST READING OF ORDINANCE #365 AN ORDINANCE DE-ANNEXING FROM THE CORPORATE LIMITS OF THE TOWN OF LINGLE, WYOMING, REAL PROPERTY KNOWN AS SCOTT ADDITION TO LINGLE, WYOMING. CM Cook moved to approve the first reading of Ordinance #365. CM Foster voiced the second and the motion carried unanimously. RESOLUTIONS: RESOLUTION #142 A RESOLUTION DISMISSING THE LINGLE GUIDE NEWSPAPER AS THE OFFICIAL NEWSPAPER OF THE TOWN OF LINGLE. The council addressed Resolution #142.  It was agreed to table the matter until the next meeting. COUNCIL ITEMS: CM Lambert advised the council that he will be attending the WY Community Gas meeting March 21st and 22nd; Mayor Unverzagt informed the council that the Corner Bar still has construction and inspections to be completed.     
With no further business to conduct Mayor Unverzagt adjourned the meeting at 7:18 PM.
