PUBLIC NOTICE

CHAPTER 6, SECTION 2 CONSRUCTION/MODIFICATION PERMIT - Department of Environmental Quality, Division of Air Quality PUBLIC NOTICE:  In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by Eighty-Eight Oil LLC to install and operate six (6) 11.5 MMBtu/hr Miura LX-300SG boilers (BOL001-BOL006) and two (2) 4.0 MMBtu/hr tank heaters (HET001-HET002). In addition, Eighty-Eight Oil LLC will be removing one (1) emergency-use John Zink Model LHT trailer mounted vapor combustion unit (FLR003), which was used as a redundancy to control emissions generated by truck loading (Rack #3, loading arm #13) (LUD003), and reducing truck loading (LUD003) throughput from 13,000,000 barrels per year to 12,400,000 barrels per year. The Fort Laramie Railcar Loading Station is located in Sections 15 and 22, T26N, R64W, approximately 0.5 miles west-northwest of the intersection of Lawton Avenue and Highway 26 in Fort Laramie, in Goshen County, Wyoming.

For the duration of the public comment period, the permit application, the agency’s analysis, and the public notice are available for public inspection online at https://openair.wyo.gov, utilizing facility ID F024856 and permit number P0037400 under permits. This material may also be viewed online, at the above URL, utilizing a public computer at the Goshen County Library, Torrington, Wyoming.  Additionally, for the duration of the public comment period a copy of this public notice is available for public inspection at the Goshen County Clerk’s Office, Torrington, Wyoming.
