The Regular Meeting of the Lingle Town Council convened at 6:00 PM December 6, 2023 with Mayor Unverzagt leading the Pledge of Allegiance. Upon roll call, the following were present, constituting a quorum: Mayor: Al Unverzagt Council Members: A.J. Lambert Micah Foster Kathy Wilhelm Brandie Cook
There was also present: Police Chief: Endra Andrews Town Attorney: Anna Barnes A/Town Supervisor: Logan Dailey LVFD FC: Kasey Bangerter Clerk/Treasurer: Richard Reyes Mayor Unverzagt welcomed all to the meeting and thanked them for being present. Mayor Unverzagt called for approval of the agenda with the addition of Sara Ingram to Public Comment and the approval of two Open Container Permits, one for the Lingle Fire Department and one for the Town of Lingle to added to “New Business.” CM Wilhelm moved to approve the agenda with the additions. CM Cook voiced the second and the motion carried unanimously. Mayor Unverzagt called for approval of the minutes of the November 8, 2023 regular council meeting. CM Wilhelm moved to approve the minutes as presented. CM Cook voiced the second and the motion carried unanimously. BILLS FOR NOVEMBER 2023: CM Lambert moved to approve the payment of the town bills in the amount of $ 81,885.80. CM Cook voiced the second and motion carried unanimously. POLICE ITEMS: PC Andrews reported: She has been involved with traffic, assaults, warrants and arrests; Due to recent activities that took place she proposed appointing ATS Dailey as a Reserve Officer since he has experience as a Peace Officer. Discussion and explanation of the position took place between PC Andrews and the Council. ATS Dailey addressed the Council concerning the matter. A Certification involving two weeks of training would cost $750.00 and 20 Continuing Education credits every two years would be required following the two-week training. Equipment and uniform were discussed and the town would need to provide a uniform and badge for ATS Dailey. The Council will add these costs to the 2025 Budget as these funds are not available in the current 2024 Budget. The Council requested more information from PC Andrews and ATS Dailey on the position. A report will be given at a future date as they gather information. LEGAL ITEMS: TA Barnes reported: She contacted Jess Milner of the Corner Bar and Ms. Milner explained that they are waiting for the Fire Marshall to conduct an inspection of the building. Once the inspection is completed construction can resume and the establishment re-opened; TA Barnes presented a draft of Ordinance #365 AN ORDINANCE GRANTING A FRANCHISE TO VISIONARY COMMUNICATIONS, LLC ON BEHALF OF ITSELF AND ITS OPERATING AFFILIATES (“VISIONARY”) TO OPERATE AND MAINTAIN A TELECOMUNICATIONS SYSTEM (“SYSTEM: OR “THE SYSTEM”) IN THE TOWN OF LINGLE, WYOMING (“TOWN” OR “THE TOWN”). The document had been reviewed by officials of “Visionary” and they requested changes to the ordinance. TA Barnes presented the changes requested and following review of the requested changes the council countered with their suggestions for the ordinance. TA Barnes will report back to the council once the document is returned from “Visionary.” MAINTENANCE ITEMS: ATS Dailey reported:  Maintenance has had some issues removing snow at the school bus route, ATS Dailey will contact Principal Gilchrist for a solution to the problem; The sprinkler system in Whipple Park has deteriorated the Storywalk structures. Due to the damage Denise Jackson will approach the Goshen County Library Board about removal of the structures; The Mormon Trail Monument in Whipple Park was discussed. The base needs repair and Maintenance has no one to contact concerning the monument. After discussion with the council Maintenance will continue to research contacts for the monument; The town’s Christmas Lights have been put up and operational. LVFD ITEMS: FC Bangerter reported: Since the last council meeting: nine ambulance and three fire calls; The LVFD will drive Santa to the school on December 7th and on December 21st will drive Santa around town at approximately 5:30 PM; FC Bangerter announced to the council that the department may begin charging for ambulance calls due to rising costs. They are looking into utilizing a third party for the billing service. The Fire Department hopes to have more information to report at the next council meeting; The Giving Tree promotion will take place once again this year. The Lingle Fire Department, Lingle Police Department and Ft. Laramie Fire Department are supporting the promotion.            
ADMINISTRATIVE ITEMS: C/T Reyes reported: The Local Government ARPA Grant application for the sewer project that was considered and approved was reported at the incorrect amount. The correct amount of the grant is $1,472,351; He is seeking approval to renew the service contract for the copier with Copier Connection. The council voted by consensus to approve the contract FY 2024; C/T Reyes asked if the annual Community Christmas Lighting Contest will take place. The council voted by consensus to continue the contest this year. Council members will have their choices selected by December 20th; He reported to the council that as per Linda Cockett, GCSC Executive Director, the Goshen County Senior Center will replace and pay for the water softener in the Lingle Sr. Center. The unit will be replaced on December 8th; Craig McComie with DEQ relayed that the Cease & Transfer application is going to the consent committee. He will be attending the meeting for the Town of Lingle. NEW BUSINESS: CM Lambert moved to approve the renewal of the Go Goshen membership. CM Wilhelm voiced the second and the motion carried unanimously. CM Wilhelm moved to approve the Catering Permit application submitted by the Corner Bar.  CM Lambert voiced the second and the motion carried unanimously. CM Wilhelm moved to approve the Open Container Permit submitted by the Lingle Fire Department. CM Lambert voiced the second and the motion carried unanimously. CM Lambert moved to approve the Open Container Permit submitted by the Town of Lingle. CM Foster voiced the second and the motion carried unanimously. COUNCIL ITEMS:  Mayor Unverzagt told the council that G & G Catering has been selected to provide a meal for the town’s Christmas party.       
With no further business to conduct Mayor Unverzagt adjourned the meeting at 7:23 PM.
