SCOTTSBLUFF, NEBRASKA – Donna M. Waters, 94, of Scottsbluff, passed away Wednesday, October 18, 2023, at the Residency in Scottsbluff. Her funeral service will be held 10 a.m. on Saturday, October 28, 2023, at St. John’s Lutheran Church in Scottsbluff with Reverend Jeffrey Grams officiating. Interment will follow at Fairview Cemetery in Scottsbluff. Visitation will be held on Friday, October 27 at Bridgman Funeral Home from 6-8 p.m. It is respectfully requested that in lieu of any flowers, memorials in Donna’s honor be made in care of the Church. Donna M. Waters was born January 28, 1929, in the old Methodist Hospital, in Scottsbluff, Nebraska, to Stewart G. and Dora D. (Lovell) England. She and her parents moved to Denby, South Dakota that spring where her father was involved in both farming and ranching. She attended the Denby County School until 1942, then moved with her parents and siblings to Gering, Nebraska. She graduated from Gering High School in 1946. 

While working for the Andrews Insurance Agency, she met and married Alvin C. Frye on March 30, 1947. To that marriage, two daughters and one son were born. 

She married Owen R. Waters of Lakewood, Colorado, February 5, 1972. and was happily married until his death in 1997. They lived in Lakewood until moving to the North Platte Valley in 1984. 

Donna was an active member of St. John’s Lutheran Church of Scottsbluff for over 20 years and where she served as the president of LWML for many years. When her children were young, she was a Blue Bird, Campfire, and Cub Scout leader.  She loved her family. Her main interests were traveling and visiting her two daughters and son’s ranches located in Wyoming and Kansas.

Survivors include her daughters Carol Jean (David) Ruff of Torrington, and Jo Ann Curran of Oak Ridge, Tennessee; son Kenneth A. Frye of Berthoud, Colorado; eight grandchildren and 15 great-grandchildren. She is also survived by her brother Richard England of Scottsbluff; sister Shirley Halstead of Santa Rosa, California; two sisters-in-law Barbara Hood of Beulah, South Dakota and Kathy England of Albuquerque, New Mexico; several nieces, nephews and friends. 

She was preceded in death by husband Owen Waters; sister Lois J. Anderson; brothers Ronald, Russell (Harry) and Robert (Bobby) England; niece, Karen Anderson Nicastro Lowry; grandson Thomas P. Curran; brother-in-law Asa Halstead and sister-in-law Mary England.
