I've driven through Lingle plenty of times on my way to Fort Laramie, and I've stopped at Ty's Pit Stop for gas before. The Torrington City Council voted unanimously Tuesday to pay West Plains Engineering $15,000 to prepare bid documents, manage the bidding process and oversee construction on a project to replace the cooling tower at the Lincoln Complex, which houses city hall.
