TORRINGTON – Construction on the Goshen Irrigation District's tunnel rehabilitation project is moving forward, with crews preparing to begin excavating Tunnel No. 2 in the coming weeks. However, during a project update held Monday at 3 p.m. at Eastern Wyoming College, irrigators expressed concerns about construction deadlines, water delivery and the possibility of another growing season disrupted by delays.
