PUBLIC NOTICE
Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, the Commission hereby gives notice the Application of the City of Torrington (Torrington or the City) for authority to pass on an interim Power Cost Adjustment (PCA) factor of $0.024940 per kilowatt hour (kWh) to customers located outside the City’s corporate limits, effective November 1, 2026, through March 31, 2027, as more fully described below.
1. The City is an electric utility subject to the Commission’s jurisdiction to the extent that it provides service outside its corporate limits. Wyo. Stat. §§ 37-1-101(a)(vi)(C), 37-2-112 and 37-1-101(a)(vi)(H)(II).
2. On October 7, 2026, Torrington filed its Corrected Application requesting authority to pass on an interim PCA factor of $0.024940 per kWh due to higher forecasted power costs, including an annual increase of 154.72% in transmission costs through Municipal Energy Agency of Nebraska (MEAN).
3. The average impact on a typical residential customer is an increase of 15.66% and 14.65% on all other rate classes.
