BOARD OF COUNTY COMMISSIONERS of GOSHEN COUNTY, WYOMING

Tuesday, September 15, 2026
The Board of County Commissioners of Goshen County, Wyoming, met in regular session on the above date at 9:00 a.m. at the Goshen County Courthouse in the Commissioners’ Chambers with the following members present: Chairman Michael McNamee, Commissioner Justin Burkart, Commissioner Aaron Walsh, and Mary Feagler, County Clerk & Clerk of the Board. The meeting opened with the Pledge of Allegiance. Commissioner Burkart moved to approve today’s revised agenda & the minutes from the September 1st meeting. Chairman McNamee congratulated Jayden Hall as the new Miss Rodeo Wyoming. He also reminded everyone that the next three Commissioner meetings will be held in the Emergency Operations Center (EOC).
The Sheriff’s Department presented the August 2026 monthly earnings and commissary report: Earnings $2,085.00; Commissary $2,853.13. Commissioner Walsh moved to accept the Sheriff’s Department, Commissary, & Earnings Reports, seconded & passed.
County Treasurer Leticia Dominguez submitted her monthly report via email, as she was on-site working with Tyler ERP for in-person training. Commissioner Walsh moved to approve the Treasurer’s report, seconded and passed.

County Clerk Mary Feagler presented her monthly report alongside an updated Warrant Report. She announced that early voting for the upcoming election will begin on October 6, 2026. Commissioner Walsh moved to accept the Clerk’s report and the updated Warrant Report, seconded and passed.
Library Board member Jenna Minks presented the library report, noting that patron visits for August increased by 30% compared to previous years. She noted that the final Saturday for the Artisan Market will be September 26, 2026. She also shared that Cristine, Library Director, was away to accept the Small Library Award. Commissioner Walsh moved to accept the library report, seconded and passed.
Assessor Debbie Surratt presented 2 reduction orders totaling $418.94. Commissioner Walsh moved to accept the reduction orders, seconded and passed.
Amy Smith & Shelbie Hanlon reported for Extension Office. Commissioner Walsh moved to accept the UW Extension report, seconded and passed.
Fairgrounds General Manager, Stephanie Bumguardner, reported. Commissioner Walsh moved to accept the fairgrounds report, seconded and passed.
Chairman McNamee read a Proclamation presented by the Goshen County Task Force on Family Violence & Sexual Assault. Commissioner Burkart made a motion to adopt the Proclamation and declare October as Domestic Violence Awareness Month, seconded and passed.
The meeting went into executive session at 10:04 am to discuss a personnel matter involving the fair board and extension office. The meeting adjourned at 12:03 p.m. The next regular meeting will be on Tuesday, October 6th, 2026, at 9:00 am. Pursuant to Wyo.
