BOARD OF COUNTY COMMISSIONERS of GOSHEN COUNTY, WYOMING
Tuesday, July 7, 2026

The Board of County Commissioners of Goshen County, Wyoming, met in regular session on the above date at 9:00 a.m. in the Commissioners’ Chambers of the Goshen County Courthouse. The following members were present: Chairman Michael McNamee, Commissioners Justin Burkart and Aaron Walsh, and Mary Feagler, County Clerk and Clerk of the Board.
The meeting was opened with the Pledge of Allegiance. Commissioner Burkart moved to approve the revised agenda for today and the June16th meeting minutes, seconded and passed. Chairman McNamee shared several announcements: the location for the July 21st and August 4th Commissioner meetings will be the Emergency Operations Center (EOC) located in the basement of the courthouse. The location change is due to utilization of the Commissioners’ Chambers for Early Voting leading up to the Primary Election on August 18th. He invited the public to attend the 2026-2027 budget hearing scheduled for Monday, July 20th at 4 p.m. in the Commissioners’ Chambers and announced additional important dates: July 19th at 4 p.m. there will be a meet & greet for Republican candidates for State Elections at the Frontier Shelter at the Fair Grounds; the Goshen County & Wyoming House District 5 Republican candidates, and Commissioner Candidates, who are running opposed, will participate in a forum on July 21st at 6:00 p.m. at the Pony Express Room in Torrington (436 E 22nd Ave). The Election schedule will affect the normal Commissioners’ meeting schedule: the August 18th meeting has been cancelled due to it being the same day as the primary election and the November 3rd meeting will be held on Wednesday, November 4th. Commissioner Walsh shared brief remarks regarding budgetary concerns; specifically, his sentiments toward the People’s Initiative and his disappointment in the lack of a clear plan for the results of reduced local funding for areas in the state that rely on property taxes as a source of needed revenue.
Clerk of the District Court, Brandi Correa, reported June’s monthly earnings as $3,325.12. Commissioner Walsh moved to approve the Clerk of Court report, seconded and passed.
County Grant Writer, Hannah Fullmer reported the County has applied for a Cyber Security Grant. She presented 2 Resolutions for Acceptance: Resolution 2026-13 Resolution Accepting Grant Funding from the American Library Association and Resolution 2026-14 Resolution Accepting Grant Funding from The Office of State Lands & Investments. Commissioner Burkart moved to adopt the two resolutions, 2026-13 & 2026-14, seconded & passed. Commissioner Walsh moved to approve the Grant Writer report, seconded and passed.

County Road & Bridge Superintendent Chris Stoddard, County Surveyor Bob Taylor and County Planner Karna Stoddard reported. Road Supervisor Chris Stoddard reported his department is concentrating on roads that receive moisture and two mowers are in motion along roadsides. He asked that citizens use caution when encountering the mowers. County Planner Karna Stoddard presented her report. Chairman McNamee asked about the Planning & Zoning Commission’s progress on the land use plan. She said they are doing research on the subject to see where they left off in 2011 and where to pick up the process again. She requested community involvement in what regulations private property owners feel are important. K. Stoddard presented the Scott Subdivision 2nd filing to be signed. It had been approved previously. Rachelle Anderson, Project Engineer at Benchmark, presented the Bigs Subdivision. Commissioner Walsh moved to approve the subdivision, seconded and passed. County Surveyor Taylor briefed the Commissioners on a Public Records request that was received. He is researching and will send a quote on the cost to fulfill the request. Commissioner Walsh moved to accept the Road & Bridge reports, seconded and passed.
County Clerk Feagler presented three reports: warrant, employee payroll and payroll liabilities. The Clerk’s earnings for June 2026 were $17,474.00. Commissioner Walsh moved to accept the 3 reports, seconded and passed. County Clerk Feagler also requested to close the Clerk Trust account that her office has not utilized in over a year. It was used as a fund for mid-month expenses. She stated that her office has a credit card that is now used in place of the Trust account therefore the account is unnecessary. Commissioner Walsh moved to close the account and transfer the balance into the General Fund, seconded and passed. Thomas Bozeman, Emergency Management Coordinator, Fire Warden, and Interim Information Technology Director, presented his reports. Commissioner Walsh inquired about how implementation of the new accounting software from Tyler Technologies is going. Thom said he has spoken with the new project manager and things are moving forward; both offices have been working via Teams to straighten out the account codes and transition the program into the new fiscal year. Commissioner Walsh moved to accept the reports, seconded and passed.
Maintenance Supervisor Kevin Flock was not present.
Heather Dittmer, Public Health County Nurse Manager, reported. Commissioner Walsh moved to approve the Public Health report, seconded and passed.
County Assessor Debbi Surratt presented her report. She updated the Commissioners on the status of the property tax and stated the Assessors throughout the state are going to proceed with the previously reported valuations. She will keep the Commissioners updated as the case moves through the Courts. Commissioner Walsh moved to accept the Assessor report, seconded and passed.
In Old Business, the Commissioners agreed to continue with Burns Insurance as the County’s Insurance carrier. Commissioner Walsh moved to continue with the same insurance carrier and adopt a 3% deductible for the 26/27 fiscal year, seconded and passed.
The meeting adjourned at 10:27 a.m.
Following the meeting the Commissioners interviewed candidates for appointments to County Boards as follows: Dixie Roth for reappointment to the Joint Powers Board; Katherine Hawes and Jeff Wolfington for the 2 expiring Library Board positions; Zach Hansberger, Kelly Smith, and Michael Tietjen for the current vacancy on the Planning & Zoning Commission.
