AN ORDINANCE PROVIDING FOR THE APPROPRIATION OF MONEY BY THE CITY OF TORRINGTON, WYOMING, TO MEET ITS GENERAL FUND REQUIREMENTS AND OBLIGATIONS, TO MEET ITS ENTERPRISE FUND REQUIREMENTS AND OBLIGATIONS, FOR THE 2027 FISCAL YEAR COMMENCING JULY 1, 2026, AND FIXING THE SUM TO BE RAISED BY TAXATION.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF TORRINGTON, WYOMING:
SECTION 1. The following sums of money are hereby appropriated out of unexpended balances of the Fund Accounts and from estimated revenues, including Ad Valorem Tax Revenues, the total sum of $42,474,594 as follows:
General Fund Requirements: Mayor & Council 601,299; Municipal Law 266,110; City Clerk/Treasurer 1,242,053; Maintenance 141,564; Lincoln Complex 529,006; Police Dept/911/Communications 3,625,563; Fire Department 303,845; Engineering 365,569; Buildings & Grounds 238,174; Streets & Alleys 1,330,447; Storm Drain Maintenance 11,500; Vehicle Maintenance 283,171; Parks & Recreation 654,130; Community Projects 136,008; Museum 161,022; Industrial Park 36,700; Homesteader's Museum Trust 151,000; Special Construction Project 1,416,189; Total General Fund Requirements 11,493,349.
Water Fund Requirements: Power & Pump 573,135; Metering 260,799; Distribution & Administration 2,273,404; Water Fund Projects 5,193,243; Total Water Fund Requirements 8,300,580.
Sewer Fund Requirements: Operations and Maintenance 1,901,659; Construction Projects 2,471,465; Total Sewer Fund Requirements 4,373,124.
Electric Fund Requirements: Purchasing 241,535; Metering 258,020; Production - Wholesale Power 5,803,148; Distribution 3,494,113; Construction Projects 510,500; Total Electric Fund Requirements 10,307,316.
Sanitation Fund Requirements: Collection 1,845,625; Disposal 1,153,912; Total Sanitation Fund Requirements 2,999,536.
Other Fund Requirements: Airport Fund 2,304,457; Golf Course Fund 962,403; Swimming Pool Fund 287,095; Ambulance Fund 1,078,925; Cemetery Fund 367,809; Total Other Fund Requirements 5,000,689.
Total FY27 Appropriations $42,474,594.
SECTION 2. The sum of $385,481 shall be raised by taxation for the current expenses of the General Fund requirements for the said City of Torrington, during the fiscal year commencing July 1, 2026.
This ordinance was passed and approved by the City Council of the City of Torrington on June 16, 2026.
