The Torrington City Council met in regular session on Tuesday, June 2, 2026 in the City Council Chambers at 436 East 22nd Ave. at 5:30 p.m. Present: Mayor Doby, Council Members Deahl, Kelly, Viktorin and Warren. Also Present: Clerk/Treasurer Strecker, Attorney Eddington, Director of Public Works Harkins, Chief of Police Johnson, Buildings & Grounds Superintendent Estes and Deputy City Clerk Anaya.
Mayor Doby called the meeting to order.
Councilman Deahl led the Pledge of Allegiance.
Mayor Doby led the session with informational announcements on the following items: 1. Announcement that the Dale Jones Municipal Pool opened on 06-01-26. Mayor Doby stated that the pool will be closed on Saturday, 06-13-26 for the Torrington Sharks Swim Meet. He indicated that individuals that are wanting more information about the municipal pool can call (307) 532-7798 to inquire; 2. Mayor Doby commented that 07-04-26 marks the 250th anniversary of the Declaration of Independence. He stated that in celebration, he would like to read from the first and last parts of the declaration. Mayor Doby indicated that he submits that all citizens should review the entirety of the declaration to be reminded of the political theory and political philosophy that established the greatest country on the earth. Mayor Doby read excerpts from the Declaration of Independence aloud; 3. Reminder to the public to be cautious and mindful of the presence of motorcyclists, bicyclists and scooterists on the streets as schools are out of session; 4. Request to the public to slow down and to refrain from using their cell phones while driving; 5. Announcement that the City has a job opening for a seasonal position in the Parks Department. Mayor Doby stated that individuals can apply for that open position at City Hall; and 6. Announcement that a Public Hearing regarding the Walking Path Reconstruction Project will be held at the next Council meeting scheduled to be held on 06-16-26 at 5:30 p.m.

Councilman Deahl moved and Councilman Kelly seconded to approve the consent agenda which includes the minutes from the 05-19-26 Council meeting as published. Motion carried unanimously.
Councilman Viktorin moved and Councilman Warren seconded to approve the agenda as presented. Motion carried unanimously.
Mayor Doby read a proclamation declaring June 2026 as National Safety Month. It stated that preventing unintentional injuries and deaths requires the cooperation of all levels of government, employers and the public, and urged the citizens and businesses of Torrington, Wyoming to observe National Safety Month by practicing safe and healthy behaviors in all aspects of their lives. Councilman Deahl moved and Councilman Kelly seconded to approve the proclamation as presented. Motion carried unanimously.
Attorney Eddington read Resolution No. 2026-07 authorizing the submission of an application for federal funding through the Transportation Alternatives Program (TAP) administered by the Wyoming Department of Transportation for the City of Torrington for the purposes of the Walking Path Reconstruction Project. Dr. Timothy Pieper, Robert Taylor and Coby Romig with the Torrington Rotary Club addressed the Mayor and Council. Dr. Timothy Pieper gave brief history as to how the concept for a walking path came about. He stated that when the Torrington Rotary Club decided that a walking path project was a great project for them, they had a feasibility study completed so that the club could have it readily accessible to use when applying for grants. Robert Taylor provided background on some of the projects that the City of Torrington and the Torrington Rotary Club have worked on together. He indicated that City staff was extremely instrumental in some of those projects with the in-house labor that they provided. Coby Romig commented that the existing Grassroots Trail is where the Torrington Rotary Club is considering for the new pathway improvements to take place. He stated that the trail is only five feet in width, and indicated that it currently has a lot of cracking, heaving and ADA accessibility issues at all of the intersections. Mr. Romig commented that the particular pathway trail that will be included in the project runs from Torrington High School to Jirdon Park. He stated that this project will aim to widen to an eight foot width which would meet the minimum requirements of standards to be considered a walking or biking path. Mr. Romig indicated that with the path only being five feet in width, it loses that viability to be considered an actual biking path or trail. He commented that with the completion of this proposed project, the City will have an eight foot in width trail with ADA considerations from Torrington High School to behind Lincoln Elementary. Mr. Romig stated that the TAP program is administered by the Wyoming Department of Transportation and the Federal Highway Administration. He indicated that this program is nothing new and commented that it has been around a long time. Mr. Romig stated that this program is a 90.49% grant award with a 10.51% local match. He indicated that the local match will be provided exclusively by the Torrington Rotary Club. Mr. Romig commented that the City of Torrington’s only responsibility after the project is complete would be to continue the maintenance and snow removal on the path that is currently being provided. He stated that this particular grant is only for the design and environmental clearance of the project. Mr. Romig indicated that the TAP program expects communities to get on board, get approved, have a good project in mind, and complete the design and environmental clearance initially. He commented that they are then expected to come back for a second or subsequent grant to request the construction funds required to complete the actual project. Councilman Deahl moved and Councilman Kelly seconded to approve Resolution No. 2026-07 as presented. Motion carried unanimously.
Pauline Plemmons and Ronald McKey requested approval of a special event permit for a Truck Show (Trucks and Tikes) to be held on 06-27-26 from 9:00 a.m. to 4:00 p.m. at City Park. Mayor Doby indicated that the applicants are requesting that the special event permit fee be waived. Chief of Police Johnson stated that there are expected to be approximately 30 trucks on display. He commented that the applicants are requesting that the City allow them to close all of the diagonal parking on the south side of City Park for the car show. Chief of Police Johnson stated that they may also ask to utilize the property just east of City Park for additional parking, but indicated that private property use would not be subject to this special event permit. He commented that trucks will also be parked along West 22nd Avenue in the eastbound side of the roadway. Chief of Police Johnson stated that the applicants are also requesting the exclusive use of the picnic shelter and the parking space next to the picnic shelter for either a food truck or for food cooking. He indicated that the park will otherwise remain open to use by the public and those in attendance of the event. Chief of Police Johnson commented that there are no City services or additional costs anticipated for this event. Councilman Viktorin moved and Councilman Warren seconded to approve the special event permit and to waive the special event permit fee as presented. Motion carried unanimously.
Attorney Eddington read by title AN ORDINANCE AMENDING AND RE-ENACTING SECTION 18.16.020 OF THE TORRINGTON MUNICIPAL CODE, 2026 REVISIONS, RELATING TO THE CITY OF TORRINGTON, WYOMING, AMENDING THE ZONING DISTRICT MAP BY ESTABLISHING “I-1” ZONING FOR LOT 1 AND “C-1A” ZONING FOR LOT 2 FOR A TRACT OF LAND TO BE KNOWN AS THE “DSI SUBDIVISION.” Councilman Deahl moved and Councilman Kelly seconded to approve Ordinance No. 1307 as presented on third reading. Motion carried unanimously.
Attorney Eddington read by title AN ORDINANCE PROVIDING FOR THE APPROPRIATION OF MONEY BY THE CITY OF TORRINGTON, WYOMING, TO MEET ITS GENERAL FUND REQUIREMENTS AND OBLIGATIONS, TO MEET ITS ENTERPRISE FUND REQUIREMENTS AND OBLIGATIONS, FOR THE 2027 FISCAL YEAR COMMENCING JULY 1, 2026 AND FIXING THE SUM TO BE RAISED BY TAXATION. Clerk/Treasurer Strecker stated that there are still a few items left to complete. Items still pending include: Administrative Fees and Cash Balances/Cash Carry Over Review(s). She indicated that the appropriations for the FY27 Budget so far total $41,150,442.77. Clerk/Treasurer Strecker commented that she did contact the Goshen County Assessor to inquire about the City’s assessed valuation and to get an estimate as to what the City’s property tax amount is going to be. She stated that the Goshen County Assessor relayed that $385,600.00 is the amount that the City is estimated to receive in property tax revenue. Clerk/Treasurer Strecker indicated that the Goshen County Assessor is still waiting on a few numbers, but commented that the final number should be given to her before the third reading of the budget. Councilman Viktorin moved and Councilman Warren seconded to approve the FY27 Budget on second reading as presented. Motion carried unanimously.
The bills from 05-20-26 to 06-02-26 were presented for payment. Councilman Kelly moved and Councilman Deahl seconded to approve the bills for payment as presented. Motion carried unanimously.
Mayor Doby asked for public comments, questions or concerns.
Assistant Fire Chief Scott briefly updated the Mayor and Council on the calls that the Torrington Volunteer Fire Department responded to in the last couple of weeks. He stated that two members of the department will be going to Cheyenne on June 4-6, 2026 for intense structural firefighting training. Assistant Fire Chief Scott indicated that the department recently implemented a new software system called IamResponding that integrates an app on the members’ phones with dispatch. He commented that when dispatch creates a call and assigns the department to it, the software will send an alert to all of the members’ phones. Assistant Fire Chief Scott stated that when an alert is received, each member then has the ability to click a response button indicating that they are either available and responding to the station or that they are unavailable. He indicated that once responses are collected, the department then has the ability to evaluate how many members are responding and not responding, which then gives them the opportunity to determine if they need to call for mutual aid assistance or not. Assistant Fire Chief Scott commented that this software has been up and running for the last 10 days or so. He also gave an update on the State Fire Convention that will be held in Wheatland on June 18-20, 2026.
Councilman Viktorin stated that he appreciates Mayor Doby’s comments about the nation’s Semiquincentennial (250th Anniversary). He encouraged the public to take advantage of all of the festivities that will be happening across the community and nation. Councilman Viktorin indicated that he also wanted to commend the Cemetery Department staff for the nice showing and presentation of everything that went into the Memorial Day service at the Valley View Cemetery. He commented that he appreciates all of their work to get the cemetery ready for that event.
Councilman Deahl moved and Councilman Viktorin seconded to adjourn to executive session to discuss potential litigation. Motion carried unanimously.
Councilman Deahl moved and Councilman Warren seconded to return the Mayor and Council to regular session. Motion carried unanimously.
Mayor Doby adjourned the meeting at 7:05 p.m.
