BOARD OF COUNTY COMMISSIONERS of GOSHEN COUNTY, WYOMING

The Board of County Commissioners of Goshen County, Wyoming, met in regular session on the above date at 9:00 a.m. in the Commissioners’ Chambers of the Goshen County Courthouse. The following members were present: Chairman Michael McNamee, Commissioners Justin Burkart and Aaron Walsh, and Mary Feagler, County Clerk and Clerk of the Board.
The meeting was opened with the Pledge of Allegiance. Commissioner Burkart moved to approve the revised agenda for today and the May 19th meeting minutes, seconded and passed. Chairman McNamee spoke about the possibility of a temporary lift of the burn ban. This led to a brief discussion about notification of severe weather alerts. The Goshen County website has a link to the emergency notification system that we have in place. Any person can go to goshencountywy.gov, click on Alerts & Notifications at the bottom of the webpage, and register to receive alerts from the mass notification system. The Chairman noted the primary election candidate filing period closed on Friday and acknowledged Commissioner Walsh is running for his second term.
Clerk of the District Court, Brandi Correa, had no earnings report. She was having difficulty with her Supreme Court computer program. She will e-mail her report when it comes available.
County Grant Writer, Hannah Fullmer, did not report.
County Road & Bridge Superintendent Chris Stoddard, County Surveyor Bob Taylor and County Planner Karna Stoddard reported. Chairman McNamee announced that Karna Stoddard has been chosen for the permanent position as County Planner. This leaves an open position on the Planning Commission Board. Commissioner Walsh praised Karna’s work and welcomed her aboard as a full-time employee effective June 1. Superintendent Stoddard noted some roads the County has been working on handled the recent excessive rain very well. He reported the mining permit for the gravel pit from the state still has not been granted. County Surveyor Bob Taylor reported on County Road 1, which is shared with Platte County; the NextEra project will be seeking a road use agreement that will be split between the two counties. Once a survey is completed, he requested a joint meeting between the two counties to establish a plan prior to the agreement with Nextera. County Planner Karna Stoddard reported the Riverview Subdivision has not yet been approved by the State, due to the request to transfer water rights; this should be completed in August. Commissioner Walsh moved to accept the Road & Bridge reports, seconded and passed.
County Clerk Feagler presented three reports: warrant, employee payroll and payroll liabilities. The Clerk’s Earnings for May 2026 were $16,967.20. She summarized the County’s primary election candidate filings by highlighting the only two contested races for County offices on the August 18th ballot: County Commissioner and County Sheriff. Commissioner Walsh moved to approve the Clerk’s three reports, seconded and passed. Thomas Bozeman, Emergency Management Coordinator, Fire Warden, and Interim Information Technology Director, presented his reports. Commissioner Walsh moved to approve the reports, seconded and passed.
Heather Dittmer, Public Health County Nurse Manager, reported the Senior Health Expo held on May 20 at the Pony Express Room was such a success that it appears to have outgrown the space and will need to find a larger venue next year. She announced the Public Health Office has two sunscreen dispensers that can be checked out for large events for public use. Commissioner Walsh asked Manager Dittmer to provide an overview of the services offered by the Public Health Department. She noted that many of the Department's activities focus on prevention, including immunization and education programs. The Department also administers numerous grant-funded programs that are supported through external funding sources but provide essential services to county residents, including programs that increase access to parenting resources, healthy infant programs, special health care needs for children, and reproductive and sexual health information and testing. In addition, Public Health provides a variety of immunizations that are available to residents at a very reasonable cost. Commissioner Walsh moved to approve the Public Health report, seconded and passed.
Maintenance Supervisor Kevin Flock was unable to attend.
In Old Business, the Riverview Subdivision was to be presented for approval, but it is tabled at this time pending transfer of water rights as stated in the County Planner’s report.
In New Business, Donald Hill was present to inform the Commissioners of a problem he experienced recently with an insurance claim on his roof. Mr. Hill’s Insurance Company’s claim adjuster told him that they would only replace half of his roof. Mr. Hill contacted the State of Wyoming Insurance Commissioner, whose office enforces insurance laws and regulations impartially, and learned that his insurance was commercial and this permits them to reduce coverage to half. He said the City of Torrington has an ordinance that forbids this action by insurance companies and he asks that the County put a similar ordinance in place. Commissioner Walsh pointed out that Goshen County does not have zoning and therefore cannot put regulations like ordinances in place. Chairman McNamee encouraged Mr. Hill to get more information on the city ordinance that changes how an insurance adjuster would assess roof damage as well as more clarification from the Wyoming Department of Insurance. The Chairman was interested in hearing if any counties that do have zoning, such as Laramie County, have something in place like Mr. Hill is requesting. County Surveyor Bob Taylor suggested that Mr. Hill contact Dennis Estes, Buildings & Grounds Superintendent, with the City of Torrington to obtain additional information about the ordinance that Mr. Hill was told is in place to protect city residents from having this issue.
