BOARD OF COUNTY COMMISSIONERS of GOSHEN COUNTY, WYOMING
Tuesday, May 5, 2026

The Board of County Commissioners of Goshen County, Wyoming, met in regular session on the above date at 9:00 a.m. in the Commissioners’ Chambers of the Goshen County Courthouse. The following members were present: Chairman Michael McNamee, Commissioners Justin Burkart and Aaron Walsh, and Mary Feagler, County Clerk and Clerk of the Board.
The meeting was opened with the Pledge of Allegiance. Commissioner Burkart moved to approve the revised agenda for today and the April 21 meeting minutes, seconded and passed. Commissioner Walsh took a moment to wish all Mothers Happy Mother's Day, congratulate graduates and noted corn planting is just around the corner.
Clerk of the District Court, Brandi Correa, presented her earnings report for April 2026: $4,407.60. Clerk Correa shared that she recently had a disturbance with a perturbed customer and reminded the Commissioners that Court Security is vital in such circumstances. Commissioner Walsh moved to accept the District Court Clerk’s report, seconded and passed.

The next agenda item included reports from County Road & Bridge Superintendent Chris Stoddard, County Surveyor Bob Taylor and Interim Planner Karna Stoddard. Commissioner Walsh asked about the Planning Commission updating the fee schedule as that was in progress when Ms. Stoddard assumed her interim role. She stated she didn’t have the supporting documentation that had been completed to date on the fees, so they are restarting the process by gathering data. Commissioner Burkart moved to accept the Road & Bridge reports, seconded and passed.

County Clerk Mary Feagler presented Resolution 2026-08 (correction from 07) to establish voting precincts for the 2026 Election. She also presented the election pay scale: hourly pay for election judges is the standard minimum wage, currently $7.25/hr; compensation for any judge who has to drive more than 5 miles one way to training, the election, or the courthouse on election night will be at the government established mileage rate, currently $0.70/mile; alternates will be paid $25.00 for their time attending training, if they are not called to work on election day; hourly pay for judges who work for early voting is $15/hr. She further noted the ballot counting will be completed utilizing the DS200 tabulators. County Clerk Feagler also presented three reports: warrant, employee payroll and payroll liabilities report. The Clerk’s Earnings for April 2026 were $18,027.03. Commissioner Burkart moved to adopt Resolution 2026-08, approve the pay scale presented for elections, and approve the DS200 for Elections in Goshen County, seconded and passed. Commissioner Burkart moved to approve the Clerk’s three reports, seconded and passed. Thomas Bozeman, Emergency Management Coordinator, Fire Warden, and Interim Information Technology Director, presented his reports. Commissioner Burkart moved to approve the reports, seconded and passed.
Heather Dittmer, Public Health County Nurse Manager, noted in her monthly report that there has been one confirmed measles case in Wyoming. Commissioner Burkart moved to approve the Public Health report, seconded and passed. Chairman McNamee asked Heather to relay thanks and appreciation to all nurses serving in the County’s Public Health efforts in celebration of National Nurses Week.
Maintenance Supervisor Kevin Flock was unable to attend as he was helping with a repair in the Detention Center. Commissioner Walsh made a motion to accept the e-mailed report, seconded and passed.
Assessor Debbi Surrat presented an estimated property tax valuation for the next fiscal year. She estimates that the county will see a 12 mills increase from this year to next year. She mentioned the County may need to hire a hearing officer to facilitate the appeal review process as she anticipates several appeals will be filed.
Marilyn Sturgeon attended the meeting with concerns about fireworks. She asked about the guidelines for the fire ban and if it will be enforced as we get closer to July 4th. Chairman McNamee advised her that law enforcement, which includes the Sheriff’s Department and the Police Departments, will be responsible for enforcing the ban.
To begin the public comment portion of the meeting, Bob Peterson and Chris Alexander came forward to discuss property taxes. They spoke about the assessed value of their homes having a significant increase from last year to this year. They both said it has doubled in value. Chris Alexander stated, having observed today’s meeting agenda included elected salaries as a topic in the Executive Session, that he hoped no raises would be given to the Commissioners as they are filled by public servants and pointed out the Commissioners make more than most people who work full-time in the workforce at $29,000. Bob Peterson also pointed out the urinal in the men's bathroom is in need of repair, has been in this state for a long time, and it shouldn’t cost that much to fix.
Dr. Jeffry Hawes, Eastern Wyoming College President, and the Executive Director of the EWC Foundation, Lisa Johnson, attended to discuss the Rodeo Project. Dr. Hawes spoke about the Rodeo Program being a cornerstone of the College’s Agricultural Program He stated there is a need for boarding facilities for the students’ livestock. Lisa presented information about a proposed horse boarding facility. It could cost up to $4 million and fundraising efforts have gathered $1 million thus far. EWC proposes a facility that can house 20-40 horses. Chairman McNamee weighed in on the Fair Grounds as it is now, specifically highlighting the issues of deferred maintenance. McNamee remarked that he holds three perspectives about the proposed project: 1 - as a taxpayer, 2 - as a County Commissioner, and third, as a supporter of EWC and the Rodeo program. Commissioner Walsh expressed concern for citizens who are neighbors of the Fair Grounds and how it will impact those in close proximity if the expansion takes place. Dr. Hawes shared that the College has a contract in place with a firm to review environmental impacts and to evaluate and address issues that may be of concern to citizens. He further suggested that the College and the County explore assembling a shared governance group, such as a Joint Powers Board, to tend to and guide the project going forward.
The regular meeting went into executive session at 11:15 a.m. to discuss elected officials' salaries.
The meeting returned to the regular session and adjourned at 11:36 a.m.The next meeting will be Tuesday, May 19, 2026, at 9:00 a.m. Per Wyo.
