The Torrington City Council met in regular session on Tuesday, May 19, 2026 in the City Council Chambers at 436 East 22nd Ave. at 5:30 p.m. Present: Mayor Doby, Council Members Deahl, Kelly, Viktorin and Warren. Also Present: Clerk/Treasurer Strecker, Attorney Eddington, Director of Public Works Harkins, Chief of Police Johnson, Buildings & Grounds Superintendent Estes, Emergency Management Coordinator Kenyon and Deputy City Clerk Anaya.
Mayor Doby called the meeting to order.
Councilman Kelly led the Pledge of Allegiance.
Mayor Doby led the session with informational announcements on the following items: 1. Go Goshen Summer Concert Series event update. Mayor Doby stated that the first concert of the year is scheduled to take place on Thursday, 05-21-26. He indicated that the series is slated to have a total of three concerts throughout the summer; 2. Announcement that the Torrington Municipal Airport will host its second aerobatics air show this upcoming weekend. Mayor Doby thanked Wayne and Heidi Forbes for bringing this event to Torrington for its second year. He also thanked the local Airport Board, Airport Manager Michael Richey, Airport Manager Assistant Tristan Demott, all of the contestants and all of the other unnamed volunteers that help put this event together. Mayor Doby stated that a fine airport is a key to local vitality and a key to growth; 3. Announcement that the Dale Jones Municipal Pool is scheduled to open on Monday, 06-01-26. Mayor Doby stated that individuals that are wanting more information about the municipal pool can call (307) 532-7798 once the pool is open to inquire; 4. Mayor Doby stated that Memorial Day is Monday, 05-25-26. He indicated that Cemetery Sexton & Parks Supervisor Matthew Hickman and his crew have been working hard to make Valley View Cemetery one of the best municipal cemeteries around. Mayor Doby wished everyone a safe and blessed Memorial Day; and 5. Mayor Doby congratulated all of the local graduates, and their families and friends. He extended his blessings to them all for a bright future.
Councilman Deahl moved and Councilman Warren seconded to approve the consent agenda which includes the minutes from the 05-05-26 Council meeting as published. Motion carried unanimously.

Councilman Viktorin moved and Councilman Kelly seconded to approve the agenda as presented. Motion carried unanimously.
Attorney Eddington read Resolution No. 2026-06 authorizing the submission of a Wyoming Homeland Security grant application for the purchase of essential equipment for the City of Torrington in the amount of $60,825.00. Emergency Management Coordinator (EMC) Kenyon stated that this is a surplus funds request out of the normal cycle. He indicated that the Wyoming Homeland Security Office had leftover funding from the 2023-2024 federal fiscal year and commented that they sent a notice requesting that fast applications be submitted. EMC Kenyon stated that this application was actually an application that was filled out for the 2025 fiscal year that was not funded. He indicated that it was resubmitted and commented that he has received notification from Homeland Security that they intend to fund this request. Councilman Viktorin inquired about the number of radios that will be purchased. EMC Kenyon responded that the intent is to purchase six portable radios and accessories for command staff at the Torrington Police Department. Councilman Deahl moved and Councilman Viktorin seconded to approve Resolution No. 2026-06 as presented. Motion carried unanimously.
Attorney Eddington read by title AN ORDINANCE AMENDING AND RE-ENACTING SECTION 18.16.020 OF THE TORRINGTON MUNICIPAL CODE, 2026 REVISIONS, RELATING TO THE CITY OF TORRINGTON, WYOMING, AMENDING THE ZONING DISTRICT MAP BY ESTABLISHING “I-1” ZONING FOR LOT 1 AND “C-1A” ZONING FOR LOT 2 FOR A TRACT OF LAND TO BE KNOWN AS THE “DSI SUBDIVISION.” Councilman Viktorin moved and Councilman Warren seconded to approve the ordinance on second reading as presented. Motion carried unanimously.
Attorney Eddington read by title AN ORDINANCE CREATING AND ENACTING SECTION 8.08.015 OF THE TORRINGTON MUNICIPAL CODE, 2026 REVISIONS, RELATING TO RECREATIONAL BACKYARD FIRE PITS, BBQ’S AND SMOKERS. Buildings & Grounds Superintendent Estes stated that the only change made to the ordinance was the addition of a penalty provision as requested by Councilman Kelly. Councilman Deahl moved and Councilman Kelly seconded to approve Ordinance No. 1305 as presented on third reading. Motion carried unanimously.
Attorney Eddington read by title AN ORDINANCE AMENDING AND RE-ENACTING CHAPTER 12.36. OF THE TORRINGTON MUNICIPAL CODE, 2026 REVISIONS, RELATING TO THE MUNICIPAL CEMETERY. Councilman Deahl moved and Councilman Kelly seconded to approve Ordinance No. 1306 as presented on third reading. Motion carried unanimously.
Attorney Eddington read by title AN ORDINANCE PROVIDING FOR THE APPROPRIATION OF MONEY BY THE CITY OF TORRINGTON, WYOMING, TO MEET ITS GENERAL FUND REQUIREMENTS AND OBLIGATIONS, TO MEET ITS ENTERPRISE FUND REQUIREMENTS AND OBLIGATIONS, FOR THE 2027 FISCAL YEAR COMMENCING JULY 1, 2026 AND FIXING THE SUM TO BE RAISED BY TAXATION. Clerk/Treasurer Strecker stated that there are still several items that will need to be considered. Items still pending include: Wages, Insurance (Health, Property/Casualty and Liability), Administrative Fees and Cash Balances/Cash Carry Over Review(s). Councilman Viktorin moved and Councilman Deahl seconded to approve the FY27 Budget on first reading as presented. Voting aye Deahl, Doby, Viktorin and Warren, nay Kelly, motion carried.
The bills from 05-06-26 to 05-19-26 were presented for payment. Councilman Kelly moved and Councilman Viktorin seconded to approve the bills for payment as presented. Motion carried unanimously.
Mayor Doby asked for public comments, questions or concerns.
Fire Chief Schick briefly updated the Mayor and Council on the calls that the Torrington Volunteer Fire Department responded to in the last couple of weeks. He stated that two members of the department will be going to Cheyenne on June 4-6, 2026 for intense structural firefighting training.
Chief of Police Johnson stated that he wanted to take a moment to express his great appreciation for Emergency Management Coordinator (EMC) Kenyon. He indicated that his department is so grateful for EMC Kenyon’s efforts related to the grant work that he does. Chief of Police Johnson commented that his department has benefited amazingly from EMC Kenyon’s efforts and stated that virtually every other part of the City has benefited as well. He indicated that the work that EMC Kenyon does on those grants makes a radical difference in the City’s capability and ability to survive tough situations.
Buildings & Grounds Superintendent Estes stated that they are seeing a lot of animal waste on the sports fields, walking paths and in the parks. He urged the public to please pick up after their animals and indicated that it is against City ordinance to have animals on the sports fields. Buildings & Grounds Superintendent Estes commented that they are going to start enforcing the ordinance and fining individuals who are in violation. He stated that they are asking for the public’s cooperation in keeping all animals off of the sports fields. Councilman Viktorin indicated that the City provides waste containers for the public to utilize.
Councilman Deahl moved and Councilman Viktorin seconded to adjourn to executive session to discuss potential litigation. Motion carried unanimously.
Councilman Deahl moved and Councilman Warren seconded to return the Mayor and Council to regular session. Motion carried unanimously.
Mayor Doby adjourned the meeting at 7:40 p.m.
