The Board of County Commissioners of Goshen County, Wyoming, met in regular session on the above date at 9:00 a.m. at the Goshen County Courthouse in the Commissioners’ Chambers with the following members present: Chairman Michael McNamee, Commissioners Justin Burkart and Aaron Walsh, and Mary Feagler, County Clerk and Clerk of the Board. The meeting was opened with the Pledge of Allegiance. Commissioner Burkart moved to approve today’s revised agenda and the minutes from the April 7th meeting, seconded and passed. Commissioner Walsh’s first order of business was to address the burn ban. He asked Fire Warden Thom Bozeman to explain the fire restrictions during a burn ban. The community is advised to contact the Fire Warden should they need to request an exemption from the restriction; at that point, the Fire Chief from the requested burn location is notified that someone will be burning in their area.
Lieutenant Herb Irons presented the Earnings Report and Commissary Report. The earnings for the first quarter of the year: January: $1,635.00; February: $1,860.00; and March: $1,880.00. Sheriff’s Commissary March earnings were $3,116.78. Commissioner Walsh moved to approve the Sheriff’s Commissary Report, seconded and passed.
County Treasurer Leticia Dominguez did not report.
County Clerk Mary Feagler presented the updated Warrant Report. Commissioner Walsh moved to accept the Clerk’s Report and updated Warrant Report, seconded and passed.
Library Board Member, Jen Minks, presented the Library Report. She announced this week is Library Week. Cheryl Trimble, Compass Academy Teacher, attended to express her gratitude for the Library employing a Compass Student through the work-based learning program and being a resource for and collaborator with all students and staff. Commissioner Walsh moved to accept the Library Report, seconded and passed.
Amy Smith, Ag & Natural Resources Educator, and Shelbie Hanlon, 4-H Youth Development Educator, reported for the Extension Office. Shelby reported the annual 4-H Pancake Supper was a big success and it would not be possible without the participation of the community’s citizens. Commissioner Walsh moved to accept the Extension Report, seconded and passed.
Fair Grounds Manager, Stephanie Bumguardner, reported. Commissioner Walsh moved to approve the Fair Grounds Report, seconded and passed.
The Commissioner Scholarship winners were announced: Jordynn Jade Speckner, Skyla Kaye Wunder and Brady Cook. The renewal Scholarship winner is Kylee Llewellen.
LeeAnn Mattis, Go Goshen Community Development Director, attended the meeting to request approval to use the courthouse lawn for the Go Goshen Community Summer Concert series. The dates are May 21, June 17, and August 5th. with a concert in Lingle, Tuesday, July 7. The Commissioners were in favor of the event taking place for the community. Chairman McNamee asked if Go Goshen held liability insurance for these events. Commissioner Burkart moved to approve the partnership with Go Goshen and continue the Summer Concert Series, seconded and passed.
Whitney Flores from Wyoming Child & Family Development attended to report on the program and ask for continued support. They serve nine Wyoming counties including Goshen, Platte, Niobrara, and Converse County, helping children in these communities with developmental screenings and services for ages 0-5. She asked the Commissioners to continue to give the $1,500 match funding. Commissioner Aaron Walsh made a motion to contribute to the Wyoming Child & Family Development Program again this year, seconded and passed.
The meeting went to Executive Session at 10:08 to discuss possible litigation and salaries.
The meeting returned to regular session and adjourned at 11:50 a.m. The next regular meeting will be on Tuesday, May 5th, 2026, at 9:00 am. Pursuant to Wyo.
