BOARD OF COUNTY COMMISSIONERS of GOSHEN COUNTY, WYOMING

The Board of County Commissioners of Goshen County, Wyoming, met in regular session on the above date at 9:00 a.m. in the Commissioners’ Chambers of the Goshen County Courthouse. The following members were present: Chairman Michael McNamee, Commissioners Justin Burkart and Aaron Walsh, and Mary Feagler, County Clerk and Clerk of the Board. Chairman McNamee attended remotely; therefore, Vice Chairman Burkhart chaired the meeting due to his in-person presence in the Commissioners’ Chambers.
The meeting was opened with the Pledge of Allegiance. Commissioner Walsh moved to approve the revised agenda for today and the minutes from the March 17 meeting, seconded and passed.
Clerk of the District Court, Brandi Correa, presented her earnings report for March: $5,761.55. Commissioner Walsh moved to accept the report, seconded and passed.
County Grant Writer, Hannah Fullmer, presented her monthly report. Commissioner Walsh moved to accept the report, seconded and passed.
County Road & Bridge Superintendent Chris Stoddard reported the roads are very dry and difficult to work. Superintendent Stoddard asked the Commissioners to inform department heads of the services they can provide for County vehicles. County Surveyor Bob Taylor echoed Stoddard’s report of terribly dry conditions for managing gravel roads. Interim Planner Karna Stoddard reported her department has three upcoming Subdivisions for approval, two for final approval and one preliminary. She mentioned the online portal needs attention because it does not have permit applications loaded into it, which would make it possible for the public to apply for permits online. She stated she has also been reviewing ADA compliance regulations. She has spoken with Wyoming’s Department of Environmental Quality on the Riverview Subdivision for an update; they have requested a 30-day extension for further review. At the conclusion of these reports, Commissioner McNamee mentioned the need to remind the farming community that the right-of-way (ROW) is 33 feet off of the county road for both farming the soil and irrigation. Commissioner Walsh moved to accept the Road & Bridge reports, seconded and passed.
County Clerk Mary Feagler presented three reports: earnings, warrant, and employee payroll. The earnings for the month of March were $15,007.40. Commissioner Walsh moved to approve the reports, seconded and passed. Thomas Bozeman, Emergency Management Coordinator, Fire Warden, and Interim Information Technology Director, presented his reports. He presented Resolution 2026-07 Fire Ban. Chairman McNamee asked the Fire Warden about Irrigation Districts that are burning ditches. Bozeman requested the people involved watch for red flag warnings and refrain from burning under those conditions, that they contact the Fire Warden in advance of any burning, and have a means to put out the fire should it spread from the ditch. Commissioner Walsh made a motion to adopt Resolution 2026-07 and approve the reports, seconded and passed.
Heather Dittmer, Public Health Nurse, and County Health Officer, Dr. Ted Church, attended the meeting. Dittmer reported on several items pertinent to her department: the bid for the cost of a new roof should be forthcoming; Preparedness Tabletop Exercise scheduled for 8:30 am – noon on April 21; and the Senior Health Expo will be held at the Pony Express Room on May 20, and it is open to all. Commissioner Walsh moved to approve the Public Health report, seconded and passed.
Maintenance Supervisor Kevin Flock was not present. Chairman McNamee reported that EWC is going to provide some names of firms that could give a quote of the cost of the needs of County’s buildings.
Ingrid Long, Torrington Community Hospital CEO, presented a resolution concerning refinancing a bond for hospital improvements noting no financial obligation to the County; however, Federal Tax Code necessitates approval of Resolution 2026-06. Commissioner McNamee moved to adopt the resolution, seconded and passed.
As an individual citizen, Renita Glasoe presented a proposal for a mural to be painted on the side of Buckaroo Motors in south Torrington. She requested $2,800 to fund a mural contest. Commissioner Walsh expressed concern that county government may not be the appropriate source of funding for this project, noting the many existing financial obligations supported by taxpayer dollars. At this time, the County’s needs exceed the funds available, and Ms. Glascoe was encouraged to seek funding from other sources.
