BOARD OF COUNTY COMMISSIONERS of GOSHEN COUNTY, WYOMING

The Board of County Commissioners of Goshen County, Wyoming, met in regular session on the above date at 9:00 a.m. in the Commissioners’ Chambers of the Goshen County Courthouse. The following members were present: Chairman Michael McNamee, Vice Chairman Justin Burkart, Commissioner Aaron Walsh, and Mary Feagler, County Clerk and Clerk of the Board.
The meeting was opened with the Pledge of Allegiance. Chairman McNamee announced the amendments to the agenda. Commissioner Burkart moved to approve the revised agenda and the minutes from the January 20th, 2026, meeting, seconded and passed.
Chairman McNamee started by welcoming all in attendance, and announced his plans to attend the WCCA Legislative session next week.
Clerk of Court, Brandi Correa, presented her earnings report for January, $3,237.50. She shared a concern about the new bookkeeping system. Commissioner Walsh moved to accept the report, seconded and passed.
County Grant Writer, Hannah Fullmer, presented her monthly report. Commissioner Walsh moved to accept the report, seconded and passed.
County Road & Bridge Superintendent Chris Stoddard, County Surveyor Bob Taylor, and County Planner Michael Tietjen presented the Road & Bridge report. Road & Bridge Superintendent Chris Stoddard updated the Commissioners on projects in process. County Planner Michael Tietjen reported he is awaiting a current status update on the Riverview Subdivision from the DEQ, and the Goshen Solar Project needs a buyer for the energy that will be produced before they will begin construction. Chairman McNamee pointed out that the company still hasn’t produced a road use agreement. Chris Stoddard stated the Road Use Agreement will be in place before the construction begins and he will reach out again to see when they plan to produce the agreement. Commissioner Walsh asked the County Planner for some clarification on the status of the Riverview Subdivision. The Developer Tom Feeser had provided some concerns about the project. County Surveyor Bob Taylor briefed the Commissioners and stated the County is not overstepping its bounds. He said they are handling the project just as they would with any other subdivision of this size. Commissioner Walsh moved to accept the Road & Bridge report, seconded and passed.
County Clerk Mary Feagler presented the earnings report, the warrant report, the employee payroll report and bonds for the County Coroner and County Surveyor. The earnings for January were $13,728.50. Commissioner Walsh moved to accept the Clerk's report, seconded and passed. Thom Bozeman, Emergency Manager, Fire Warden, and Interim IT Director, presented his reports. Commissioner Walsh moved to approve the reports, seconded and passed.
The Public Health Nurse, Heather Dittmer, and County Health Officer Dr. Church reported on their department. Heather noted 25 years of service to the County by Public Health nurse, Melissa Johnson. Dr. Church reported there has been a measles outbreak in Fremont County. Avian Flu has been found in birds in the Goshen County , and Dr. Church reminded the public not to touch sick, wild animals because Avian Flu is contagious to humans. Commissioner Walsh moved to approve the Public Health report, seconded and passed.
Maintenance Supervisor Kevin Flock emailed his report because he was unable to attend due to construction of the new shelving at the library. Clerk Feagler noted the need for a new Janitorial Service. The County has received two bids and an advertisement for bids will be posted in the newspaper.
The Commissioners had tabled the Resolution for placing a Senior Citizens District before the voters in the August Primary Election at the last meeting. The Resolution 2026-04, Goshen County Senior Service District formation question was adopted. The County Clerk shall place on the ballot the following question: “Shall the Goshen County Senior Service District Be Established with a maximum levy not to exceed two mills, to be imposed on the taxable property of the District?” Should the ballot proposition pass in the August Primary Election, Board members shall be elected in the General election in November. Commissioner Burkart moved to adopt the resolution, seconded and passed.
Jason Wasserburger from Niobrara County attended the meeting by Zoom. He informed the Commissioners that the school district is proposing to reduce the board from 9 to 7 members. He explained that Goshen County has residents within its boundaries that are in the Niobrara County School District. The process includes a public hearing at which one Commissioner, the Assessor, and the Treasurer from Goshen County must attend. They hope to be able to get this done prior to a Statewide meeting that will take place in April at which time the change will be approved or denied. He will send Clerk Feagler the details of the meeting that will be set up.
Josh Dorrel from the Wyoming Business Council was on the agenda but due to a miscommunication wasn’t present.
Kylie Smith, Lori Schafer, and Tyson Feagler were interviewed for the vacant Fair Board position. Lori Schafer was selected for the position.
The regular meeting moved into an executive session at 12:03 pm with the executive session returning to the regular meeting to adjourn at 12:40. The next meeting will be Tuesday, February 17th, 2026, at 9:00 a.m. Per Wyo.
