The Torrington City Council met in regular session on Tuesday, February 3, 2026 in the City Council Chambers at 436 East 22nd Ave. at 5:30 p.m. Present: Mayor Doby, Council Members Deahl, Kelly and Warren. Councilman Viktorin was absent but excused. Also Present: Clerk/Treasurer Strecker, Attorney Eddington, Director of Public Works Harkins, Chief of Police Johnson, Buildings & Grounds Superintendent Estes and Deputy City Clerk Anaya.
Mayor Doby called the meeting to order.
Councilman Deahl led the Pledge of Allegiance.
Mayor Doby led the session with informational announcements on the following items: 1. Weather update. Mayor Doby stated that City staff is already meeting to plan and begin preparing for spring and summer. He indicated that those individuals include staff and workers connected to the golf course, the many acres of City parks and sports fields, the cemetery and the Dale Jones Municipal Swimming Pool; 2. Legislative session update. Mayor Doby encouraged the public to contact Goshen County Senator Cheri Steinmetz (Cheri.Steinmetz@wyoleg.gov/(307) 534-5342), and Goshen County Representatives Scott Smith (Scott.Smith@wyoleg.gov/(307) 575-3742) and JD Williams (JD.Williams@wyoleg.gov/(307) 340-6006) to let them know what they think; 3. Mayor Doby announced that Dana Youtz, City of Torrington Electrical Supervisor, retired recently. He stated that Dana spent 44 years working for the City of Torrington. Mayor Doby indicated that Dana was in charge of an excellent City Electric Department and commented that the City expects that excellence to continue under new leadership. He stated that Dana will be missed by his guys in the Electric Department and all of the rest of the City employees, and the Mayor and Council. Mayor Doby urged everyone to congratulate Dana on his retirement when they see him out and about; and 4. Request to the public to drive safely, to slow down, to watch out for pedestrians and school busses, and to refrain from using their cell phones while driving.
Councilman Deahl moved and Councilman Kelly seconded to approve the consent agenda which includes the minutes from the 01-20-26 Council meeting as published. Motion carried unanimously.
Councilman Kelly moved and Councilman Warren seconded to approve the agenda as presented. Motion carried unanimously.
Chief of Police Johnson presented for approval amendments to the rental agreement for the Lincoln Community Complex Pony Express Room. He stated that the changes made to the agreement are related to the implementation of Wyoming Statute 6-8-105 and the revision of the concealed carry rules in Wyoming that became effective as of 07-01-25. Chief of Police Johnson indicated that the way that impacted the City’s purposes was that previously the carrying of any weapon, including a concealed weapon, was prohibited inside of a rental agreement. He commented that with the change in statute, that was no longer a lawful requirement. Chief of Police Johnson stated that as a result of that, page six of the agreement was amended. He indicated that in accordance with Wyoming State Statute, language was added to the agreement to permit the lawful carry of a concealed firearm. Chief of Police Johnson commented that there was a secondary issue related to the law change that involved liquor permits, specifically catering permits, hosted inside of the City’s facilities. He stated that the City of Torrington does not allow just an independent person to bring in alcohol into the facility and indicated that that is always done through a catering permit so that alcohol being consumed inside of the City building is being provided by a licensed service person. Chief of Police Johnson commented that that brought in a question as to whether or not the City needed to address a portion of Wyoming Statute 6-8-104 that prohibited the carrying of a concealed weapon into a bar and whether or not a catering permit in the City building was in fact an extension of premise into the building from the bar. He stated that the consensus that was landed on was that that was likely not necessary for the City to address so it was left out of the agreement. Chief of Police Johnson indicated that the City has very few catering permits that take place at the City, so it does not seem like that is a major issue that the City needs to be concerned about. He commented that the final piece regarding the law change is the open carry or display of firearms other than by a certified law enforcement officer being prohibited in the Lincoln Community Complex Center (LCCC). Chief of Police Johnson stated that the stance that was taken on that is that staff wants to be very open to everything that is amenable with statute. He indicated that the carrying of concealed weapons in the State of Wyoming is completely lawful inside of the LCCC. Chief of Police Johnson commented that with that being said, there have been safety concerns around the country with open carry. He stated that it is tough to figure out what the intent of some open carry is. Chief of Police Johnson indicated that the recommendation would be to prohibit that by policy but not make it illegal. He commented that if someone does not comply with the policy, staff would handle the situation as they would for any other business and would request that they comply, and if they refuse to do that, they would politely ask them to leave. Councilman Deahl moved and Councilman Warren seconded to approve the amendments to the rental agreement for the Lincoln Community Complex Pony Express Room as presented. Motion carried unanimously.
Chief of Police Johnson presented for approval amendments to the rental agreement for the Lincoln Community Complex Conestoga Room. Chief of Police Johnson indicated that everything that he previously stated about the Pony Express Room rental agreement would be true for this agreement with the slight change in venue from the Pony Express Room to the Conestoga Room. He commented that all of the same changes took place, and stated that all of the same legal justifications and compliance validations are identical. Councilman Kelly moved and Councilman Deahl seconded to approve the amendments to the rental agreement for the Lincoln Community Complex Conestoga Room as presented. Motion carried unanimously.
The bills from 01-21-26 to 02-03-26 were presented for payment. Clerk/Treasurer Strecker stated that she wanted to note that Chief of Police Johnson gave her a purchase requisition for the purchase of ammunition. She indicated that it is required to be purchased with a visa card and commented that she wanted the purchase to be approved before the purchase is made. Councilman Deahl inquired if the amount listed on the purchase requisition is a solid price. Chief of Police Johnson responded that the amount may change slightly at the time of purchase, but that he does not anticipate a significant change. Councilman Kelly moved and Councilman Warren seconded to approve the bills for payment as presented. Motion carried unanimously.
Mayor Doby asked for public comments, questions or concerns.
Fire Chief Correa briefly updated the Mayor and Council on the calls that the Torrington Volunteer Fire Department responded to in the last couple of weeks. He announced that the department’s annual awards banquet is scheduled to be held on 02-21-26. Fire Chief Correa also stated as a reminder that the department is selling raffle tickets for their annual gun a month fundraiser. He indicated that each ticket is $50.00 and commented that each ticket purchased will enter you into all 12 drawings.
Councilman Deahl moved and Councilman Kelly seconded to adjourn to executive session to discuss personnel. Motion carried unanimously.
Councilman Deahl moved and Councilman Warren seconded to return the Mayor and Council to regular session. Motion carried unanimously.
Councilman Deahl moved and Councilman Kelly seconded to approve the wages as requested. Motion carried unanimously.
Mayor Doby adjourned the meeting at 6:24 p.m.
