BOARD OF COUNTY COMMISSIONERS of GOSHEN COUNTY, WYOMING
Tuesday, December 16, 2025

The Board of County Commissioners of Goshen County, Wyoming, met in regular session on the above date at 9:00 am at the Goshen County Courthouse in the Commissioners’ Chambers with the following members present: Chairman Michael McNamee, Commissioner Justin Burkart, and Mary Feagler, County Clerk and Clerk of the Board. Commissioner Walsh was available remotely. The meeting was opened with the Pledge of Allegiance. Commissioner Burkart moved to approve the revised agenda, seconded and passed. Commissioner Burkart moved to approve the minutes from the December 2nd meeting, seconded and passed. Chairman McNamee opened the meeting, welcoming all in attendance. Chairman McNamee wished everyone a Merry Christmas.
Undersheriff Herb Irons presented his department's earnings report. The November Sheriff’s Office Earnings report was $960.00, and the Commissary earnings for November were $6,334.98. Undersheriff Irons mentioned the fingerprint machine is out of contract and is working at the time, but a new software will be required as of January 1st, 2027. The cost for the upgraded software would be $3,000, and an annual contract would cost $4,000. Chairman McNamee suggested reaching out to DCI to see if there is any funding available for the upgrade. Irons announced Christy Schick filled the full-time nurses position in the Detention Center after the Commissioners agreed to raise the salary. Commissioner Burkart moved to approve the Sheriff’s earnings report and the Commissary report, seconded and passed.
The monthly earnings report for the Clerk of Court was $2,439.50. Commissioner Burkart moved to accept the Clerk of Court report, seconded and passed.
County Treasurer Leticia Dominguez presented her monthly financial report. She reported she has filled the new position that was approved by the Commissioners, her new person will start on January 5th. Commissioner Burkart moved to approve the report, seconded and passed.
County Clerk Mary Feagler presented the updated warrant report, two mid-month invoices, the November payroll liabilities voucher and Resolution 2025-20. Commissioner Burkart moved to accept the Clerk’s updated warrant report and the payroll liabilities voucher, seconded and passed. Commissioner Burkart also moved to adopt the Resolution to open a Clerk's warrant account and close two other accounts at Pinnacle bank, seconded and passed.
The Library had no report.
County Assessor Debbi Surratt presented a rebate for a homeowner's exemption of $509.75. Commissioner Burkart moved to accept the Assessor's report and the rebate, seconded and passed.
Extension agent Shelby Hanlon and Amy Smith, Ag & Natural Resources Educator, presented the University of Wyoming Extension and 4-H report. Commissioner Burkart moved to accept the UW Extension report, seconded and passed.
Fair Grounds General Manager, Stephanie Bumguardner emailed the report, but was not present.

County Clerk Mary Feagler presented the Budget amendment in the amount of $1,610,587. Commissioner Burkart moved to approve the Budget Amendment, seconded and passed.

Jennifer Scheer interviewed for the Fair board position. She is at the end of her current term and would like to continue her position on the board.
The meeting went into Executive session at 10:05 am. and returned to adjourn at 11:15 am.
The Commission adjourned at 11:15 am. The next regular meeting will be on January 6th at the usual place and time. Pursuant to Wyo.
