BOARD OF COUNTY COMMISSIONERS of GOSHEN COUNTY, WYOMING

The Board of County Commissioners of Goshen County, Wyoming, met in regular session on the above date at 9:00 a.m. in the Commissioners’ Chambers of the Goshen County Courthouse. The following members were present: Chairman Michael McNamee, Vice Chairman Justin Burkart, Commissioner Aaron Walsh, and Mary Feagler, County Clerk and Clerk of the Board.
The meeting was opened with the Pledge of Allegiance. Chairman McNamee announced the amendments to the agenda. Commissioner Burkart moved to approve the revised agenda and the minutes from the November 18, 2025, meeting, seconded and passed.
Chairman McNamee began the meeting by welcoming all in attendance and encouraging them to shop locally.
Clerk of Court, Brandi Correa, was not able to attend the meeting. She will send her earnings report to be approved at the next meeting.
County Grant Writer Hannah Fullmer presented her monthly report. Commissioner Walsh moved to accept the report, seconded and passed.
County Road and Bridge Superintendent Chris Stoddard, County Surveyor Bob Taylor, and County Planner Michael Tietjen presented the Road and Bridge report. Superintendent Stoddard reported that they are working on plans to provide maintenance services for county vehicles at the Road and Bridge shop. He anticipated they will save the county on budget dollars. County Planner Michael Tietjen reported the County Planning Commission is close to completion of updating the fee proposals. He also reported that three CAFO permits are expiring in 2025. One is already expired and 2 are expiring the end of December. The status of the Riverview Subdivision is they are still waiting on a response from DEQ that the application is completed. Mr. Tietjen also provided some information on the Land Use plan they are hopeful of getting Commissioner approval for funds to move forward with the Land Use plan. Commissioner Walsh voiced his desire for a land use plan to be revised as soon as possible. The process is going to be a long venture. He would like to see the project begin. County Surveyor Bob Taylor reported on the Scott Subdivision, that is Southwest of Lingle. It is a forty-acre plot of land that was subdivided but never developed. The plot of land has water rights that need to be transferred. Part of the water rights belongs to the County. The county has to approve the authorization of detachment. The goal is to remove the water rights to develop the land. Commissioner Burkart made a motion to approve the detachment of the water rights of the Scott Subdivision 2nd filing, seconded and passed. Commissioner Burkart moved to accept the Road and Bridge report, seconded and passed.
County Clerk Mary Feagler presented the earnings report, the warrant report, the employee payroll report, and the proposed calendar for the 2026 holiday schedule. The earnings for November were $11,50984. Commissioner Walsh moved to accept the Clerk’s report. Commissioner Burkart moved to approve the proposed Holiday calendar for 2026, seconded and passed. Thom Bozeman, Emergency Manager, Fire Warden, and Interim IT Director, presented his reports. Commissioner Walsh moved to approve the report, seconded and passed.
The Public Health Nurse, Heather Dittmer, reported on her department. They received the Vitamin Angels Grant to provide prenatal vitamins to pregnant and nursing mothers. Commissioner Walsh made a motion to approve the Public Health report, seconded and passed.
Maintenance Supervisor Kevin Flock was not present for his report.
County Assessor Debbi Surrat brought one reduction order for $270.94. County residents have signed up for 500 Tax exemptions. Commissioner Burkart made a motion to accept the Assessor’s report, seconded and passed. Commissioner Burkart moved to approve the reduction order, seconded and passed.
In old business, Renit Glasoe requested to be placed on the agenda as she left the November 18th meeting. County Clerk Mary Feagler was unable to reach her to confirm she was coming and she did not show up.
Two prospective Fair Board members were present to interview for the positions that will become available in January 2026. The Commissioners will interview one more person on December 16th and make a decision after that.
