BOARD OF COUNTY COMMISSIONERS of GOSHEN COUNTY, WYOMING
Tuesday, November 18, 2025

The Board of County Commissioners of Goshen County, Wyoming, met in regular session on the above date at 9:00 am at the Goshen County Courthouse in the Commissioners’ Chambers with the following members present: Chairman Michael McNamee, Commissioner Justin Burkart, Commissioner Aaron Walsh, and Mary Feagler, County Clerk and Clerk of the Board. The meeting was opened with the Pledge of Allegiance. The agenda was revised to remove the Sheriff’s report and Treasurer’s report. Commissioner Burkart moved to approve the revised agenda, seconded and passed. Commissioner Burkart moved to approve the minutes from the November 4th meeting, seconded, and passed. Chairman McNamee opened the meeting, welcoming all in attendance. He attended the Republican Dinner on Friday evening, where Harriet Hageman and Margaret Byfield were guest speakers.
Sheriff Kory Fleenor was unable to attend. Mary Feagler presented the Sheriff’s Office and Commissary report. The October Sheriff’s Office Earnings report was $1,680.00, and the Commissary earnings for October were $3,387.52.
County Treasurer Leticia Dominguez was not present for her monthly financial report. Chairman McNamee summarized her report, which she had emailed prior.
County Clerk Mary Feagler presented the updated warrant report and the October payroll liabilities voucher. Commissioner Walsh moved to accept the Clerk’s updated warrant report and the payroll liabilities voucher, seconded and passed.

Library board member Michelle Traher presented the Library report. She reported on the many activities going on at the Library. Commissioner Walsh moved to accept the Library report, seconded and passed.
Amy Smith, Ag & Natural Resources Educator, presented the University of Wyoming Extension and 4-H report. Commissioner Walsh moved to accept the UW Extension report, seconded and passed.
Fair Grounds Manager Stephanie Baumgardner and Eleno Oliva, grounds manager, presented the Fair Report. Commissioner Walsh moved to accept the Fair report, seconded and passed.
The Public Hearing for the Confined Animal Feeding Operations permit took place at 9:40 am. Commissioner Walsh who sits as a Commissioner representative for the board, explained that this document made some changes clarifying the size of operations that need to have a permit. Commissioner Walsh moved to approve the updated regulations as submitted, seconded and passed.
Dr. Hawes and Lisa Johnson attended the meeting to discuss the plans for Eastern Wyoming College. His main topic was the rodeo team and the relationship between the County and the College.
Reneta Glasow was at the meeting in order for public comment. She wanted to discuss some old trailers on 2nd and 3rd Avenue that are parked along the road. She asked for a solution and to be put on the agenda for the next meeting.
The meeting went into Executive session at 10:30 am. and returned to adjourn at 11:39 am.
The Commission adjourned at 11:40 am. The next regular meeting will be on December 2nd at the usual place and time. Pursuant to Wyo.
