The Torrington City Council met in regular session on Tuesday, November 18, 2025 in the City Council Chambers at 436 East 22nd Ave. at 5:30 p.m. Present: Mayor Doby, Council Members Deahl, Kelly, Viktorin and Warren. Also Present: Clerk/Treasurer Strecker, Attorney Eddington, Director of Public Works Harkins, Chief of Police Johnson, Buildings & Grounds Superintendent Estes, and Deputy City Treasurer Dockins.
Mayor Doby called the meeting to order.
Councilman Kelly led the Pledge of Allegiance.

Mayor Doby led the session by stating the city council members are charged by the Wyoming Constitution and the Wyoming Statutes to protect and be good stewards of the city budget and to protect the health, safety, welfare, and morals of Torrington’s citizens which includes creating and enforcing ordinances. More and more citizens are coming to learn how city ordinances and other matters can ultimately pass into law or are rejected. Mayor Doby elaborated saying that the city is required to follow open meeting laws and conduct city business openly and transparently. There is an ordinance tonight regarding regulations on e-bikes and e-scooters that will be considered for approval on second reading. If approved, it will be subject to a third reading before becoming law. The Mayor also announced that city offices will be closed Thanksgiving Day and Thanksgiving Friday. He encouraged citizens to shop locally and attend the annual Christmas Parade on Main Street on December 5th.
Councilman Deahl moved and Councilman Kelly seconded to approve the consent agenda which includes the minutes from the 11-04-25 Council meeting as published and all actions therein be ratified. Motion carried unanimously.
Councilman Viktorin moved and Councilman Kelly seconded to approve the agenda as presented. Motion carried unanimously.
Leann Mattis with Go Goshen requested approval of a special event permit for the 2025 Christmas Parade to be held on 12-05-25 from 5:00 p.m. to 7:00 p.m. Mayor Doby indicated that the applicant is requesting approval to close the public street on Main Street between 19th Avenue and 25th Avenue, to have the special event permit fee and associated fees waived. Councilman Deahl moved and Councilman Kelly seconded to approve the special event permit and to waive the special event permit fee and any associated costs. Motion carried unanimously.
Attorney Eddington read by title AN ORDINANCE AMENDING AND RE-ENACTING SECTION 10.36.010, 10.36.020, 10.36.030 and SECTION 12.16.020 OF THE TORRINGTON MUNICIPAL CODE, and CREATING and ENACTING 10.36.040 and 10.36.050 OF THE TORRINGTON MUNICIPAL CODE, 2025 REVISIONS, RELATING TO THE REGULATION OF BICYCLES – HUMAN POWERED SCOOTERS/SKATEBOARDS – ELECTRIC BICYCLES – POWERED SCOOTERS. Chief Johnson spoke regarding the changes that were discussed at a previous council meeting. Chief Johnson explained that he has not received any concerns from anyone or suggestions for changes to the ordinance. Mayor Doby also commented that he has not heard from anyone who is against this ordinance. Chief Johnson explained that the ordinance focuses on teaching and education rather than punishing. In the ordinance, Bicycles, Human Powered Scooters/Skateboards, Class 1 Electric Bicycles, and Powered Scooters are permitted on the Torrington Walking Path to encourage kids going to and from school to use the path because it is believed to be safer than trying to negotiate 28th and 25th Avenue during busy times of day. Chief Johnson noted that there could be a potential safety concern at crosswalks with oncoming traffic unable to see them entering the crosswalk. Chief Johnson will monitor and assess if changes to this ordinance are required. Councilman Kelly asked about the cost of prosecution as referenced in Sec. 10.36.040 Penalty for Violations. Attorney Eddington confirmed that the cost of prosecution is set by State Statute at $10. Councilman Viktorin moved, and Councilman Warren seconded to approve an Ordinance on second reading Relating to the Regulation of Bicycles – Human Powered Scooters/Skateboards – Electric Bicycles – Powered Scooters. Motion carried unanimously.
Clerk/Treasurer Strecker asked the council to consider moving the Christmas Eve holiday from Wednesday to Friday, December 26th. She stated that several employees requested the change to have a four-day weekend for travel to allow for more time with family. Goshen County has implemented the same change. The Wage Committee recommends approval of the holiday change. Chief Johnson stated that due to shift changes, his department would recognize the 24th as a holiday for those required to work and the 26th as a holiday for those employees working on this day. The expected cost of the holiday change for the police department would be approximately $3,500. It was noted that other departments required to work on the holiday would be affected. Councilman Deahl moved and Councilman Warren seconded to approve the Christmas Eve holiday to Friday, December 26th with a provision for those employees already required to work on Christmas Eve as presented. Motion carried unanimously.
The bills from 11-05-25 to 11-18-25 were presented for payment. Councilman Kelly moved and Councilman Viktorin seconded to approve the bills for payment as presented. Motion carried unanimously.
Mayor Doby asked for public comments, questions or concerns.
Fire Chief Correa updated the Mayor and Council on the calls that the Torrington Volunteer Fire Department (TVFD) responded to in the last couple of weeks. Correa reported that there were several investigative calls for natural gas leaks and one call for reported smoke in a home. TVFD responded to two mutual aid calls and a grass fire caused by a car accident near the state line. He also gave a brief update on holiday events which includes appearances by Santa Claus at local events and Shop with a Cop. Director of Public Works Harkins updated the council on the Well #16 project stating that they found sections of the pipe installed incorrectly so this will need to be corrected before the project is complete. East D Street is paved through East 22nd Avenue and paving from 22nd to 23rd is planned for tomorrow. Next week the contractor will work on completing 23rd to 24th Avenue. East D street will then re-open until next spring when the project will be finished to 30th Avenue. The Wastewater Treatment Plant ceiling/floor and backfill around the exterior of the headworks has been completed. The Sewer Lining project is underway.
Mayor Doby adjourned the meeting at 6:24 p.m.
