BOARD OF COUNTY COMMISSIONERS of GOSHEN COUNTY, WYOMING

The Board of County Commissioners of Goshen County, Wyoming, met in regular session on the above date at 9:00 a.m. at the Goshen County Courthouse in the Commissioners’ Chambers. The following members were present: Chairman Michael McNamee, Vice Chairman Justin Burkart, Commissioner Aaron Walsh, and Mary Feagler, County Clerk and Clerk of the Board.
The meeting was opened with the Pledge of Allegiance. Commissioner Burkart moved to approve the revised agenda and the minutes from the September 16th, 2025, meeting, seconded, and passed. The Chairman opened the meeting, welcoming all in attendance, and announced the Impact Assistance Workshop for Special Districts and towns at 1:00 p.m. on October 15th.
Clerk of Court, Brandi Correa, reported the September earnings were $3,490.81. On October 8th, all filings from Attorneys will be E-filed rather than mailed through the USPS. Commissioner Walsh moved to accept the Clerk of Court report, which was seconded and passed.
County Grant Writer Hannah Fullmer presented her monthly report and Resolution 2025-19, a Resolution for accepting Federal Funding for the Cybersecurity Grant. The grant is for $ 300,000. She had recently gone to a beneficial training in Cheyenne on Grant Writing. Commissioner Burkart moved to adopt Resolution 2025-19, seconded, and passed. Commissioner Walsh moved to accept the Grant Writer report, seconded, and passed.
County Road and Bridge Superintendent Chris Stoddard, County Surveyor Bob Taylor, and County Planner Michael Tietjen presented the Road and Bridge report. Michael Tietjen gave insight on why the Riverview Subdivision is not ready to go before the County and will be presented to the Commissioners for approval at a later date. County Surveyor Bob Taylor spoke on State Lands in Goshen County and how it relates to new legislation, dealing with county roads that cross state lands. The state sent 66 roads in Goshen County for review. The Surveyors office had 80 roads of record for review. Road Superintendent Chris Stoddard reported on the ongoing road maintenance. He requested an increase from $5,000 to $10,000 on the Road & Bridge Credit Card for a period of 60 day period to pay for an item for which the vendor requires a Credit Card payment. Commissioner Burkart moved to increase the limit of the credit card, seconded, and passed. Superintendent Stoddard also requested changing the temp part-time position to a temp full-time position for the winter months. Commissioner Walsh moved to approve the Road and Bridge report, which was seconded and passed. No action was taken on the request to increase the temp part-time position to a temp full-time.
County Clerk Mary Feagler presented the earnings report, the warrant report, and the employee payroll report. The earnings for September were $14,875.25. She gave a brief report on her recent trip to Rock Springs for the Wyoming Association of Elected Officials meeting. Commissioner Walsh moved to accept the County Clerk earnings report, the warrant report, and the employee payroll report; seconded and passed. Thom Bozeman, Emergency Manager, Fire Warden, and Interim IT Director, presented his monthly reports. The Fire Warden requested to lift the stage 1 fire restrictions immediately. Commissioner Burkart moved to lift the fire restriction, seconded, and passed. He reported that the IT upgrade is going well, and a new phone system will be the next project, as the current system is expiring at the end of the year and will no longer have support. Commissioner Walsh moved to accept the EM, Fire Warden, and IT reports, seconded, and passed.
The Public Health Nurse, Heather Dittmer, reported on her department. Flu shot clinics in the county are underway. The county currently has a positive Tuberculosis case, which is a reportable disease. There have been two deaths from West Nile Virus in the County, several positive RSV cases, and no recent positive measles cases.
Maintenance Supervisor Kevin Flock was not present.
County Assessor Debbi Surrat reported on this year's tax billing season. She spent some time amending some assessments as the system had missed a query, which changed some tax assessments by a small amount. She had to change 75 properties in the tax roll. The tax notices were delayed by about 2 weeks this year. She presented two reduction orders. One was a rebate and one was a reduction. The Rebate was for $216.34, and the reduction was $285.56. Commissioner Walsh moved to approve the reduction orders and the Assessor report, seconded, and passed
