The Torrington City Council met in regular session on Tuesday, September 16, 2025 in the City Council Chambers at 436 East 22nd Ave. at 5:30 p.m. Present: Mayor Doby, Council Members Deahl, Kelly, Viktorin and Warren. Also Present: Clerk/Treasurer Strecker, Attorney Eddington, Director of Public Works Harkins, Chief of Police Johnson, Buildings & Grounds Superintendent Estes, Water/Wastewater Supervisor Troxel, and Deputy City Treasurer Dockins.
Mayor Doby called the meeting to order.
Councilman Kelly led the Pledge of Allegiance.
Mayor Doby led the session with informational announcements on the following items: 1. Constitution Day (09-17-25) and Constitution Week (09-17-25 through 09-23-25) update; 2. 09-13-25 Classic Cars on Main Street event update; 3. 09-13-25 Farmers Market event update; 4. Mayor Doby stated that under the Wyoming System of Government, the City of Torrington is responsible for providing many services to its residents including a functional sewer system, clean drinking water, safe and passible City streets and sidewalks, a first rate City Cemetery, excellent police and fire protection, a first rate City ambulance service, regular and sanitary trash pick-up and disposal, reliable and efficient electricity, and recreational amenities of a swimming pool, a golf course, sports fields and walking paths. Mayor Doby thanked the City employees that make it all possible; 5. Announcement that the annual fall clean-up will be held from 09-20-25 through 09-27-25; and 6. The City of Torrington is in the process of converting our online bill pay provider from Payment Service Network (PSN) to Caselle. PSN will not be available after 10-15-25.
Councilman Deahl moved and Councilman Viktorin seconded to approve the consent agenda which includes the minutes from the 09-02-25 Council meeting as published and all actions therein be ratified. Motion carried unanimously.
Mayor Doby requested approval to amend the agenda as follows:
1. Add item 7a. Proposed Impact Assistance MOU.
Councilman Viktorin moved and Councilman Kelly seconded to approve the agenda as amended. Motion carried unanimously.
Jake Johner of Torrington, WY presented a business proposal titled 307 Extreme Archery Tag. Core values revolve around providing safe, affordable, family fun activities. Services include open play recreational archery tag, youth and adult leagues, mobile events such as birthday parties, community events, school functions, and S.A.F.E. Archery.
Mayor Doby read a proclamation declaring September 17-23, 2025 as Constitution Week. It stated that the Constitution of the United States of America, the guardian of liberties, embodies the principles of limited government in a Republic dedicated to rule by law, and indicated that September 17, 2025 marks the two hundred and thirty-eighth anniversary of the framing of the Constitution of the United States of America by the Constitutional Convention. It also urged all citizens to study the Constitution and reflect on the privilege of being an American with all the rights and responsibilities which that privilege involves. Lucy Martin and Nancy Zimmerer, members of the Daughters of the American Revolution, spoke in support of the proclamation. Councilman Viktorin moved and Councilman Deahl seconded to approve the proclamation as presented. Motion carried unanimously.
Shawn Keith with Torrington High School requested approval of a special event permit for a Homecoming Parade to be held on 09-25-25 from 8:30 a.m. to 9:30 a.m. on Main Street. Mayor Doby indicated that the applicant is requesting that the special event permit fee be waived. Chief Johnson commented that there are a few merchants remaining on Main Street that need to be notified of the event and is asking for a conditional approval pending notification of those merchants. Councilman Deahl moved and Councilman Warren seconded to conditionally approve the special event permit and to waive the special event permit fee as presented, and not to impose any of the projected costs on the applicants. Motion carried unanimously.
Director of Public Works (DPW) Harkins presented for approval Amendment No. 5 to the Agreement for Professional Services with Inberg-Miller Engineers (IME) for Landfill #2. He stated the purpose of this amendment is for the required environmental monitoring at the landfill which includes monitoring, testing, and state reporting to Wyoming Department of Environmental Quality. The amendment is in the amount of $40,970.00. Councilman Viktorin moved and Councilman Warren seconded to approve Amendment No. 5 to the Agreement for Professional Services with Inberg-Miller Engineers (IME) as presented. Motion carried unanimously.
Mayor Doby read the NOTICE OF INTENT TO REQUEST CITY COUNCIL TO REJECT ALL BIDS AND RESCIND NOTICE OF AWARD pertaining to the New 1 Ton Extended Cab Work Truck with Utility Box. The City of Torrington staff requested that the governing body Reject All Bids considered at the September 2, 2025 City Council meeting and Rescind the Notice of Award to Transwest Ford dated September 5, 2025.
Director of Public Works (DPW) Harkins stated that there were some bids that were in conflict with the specifications and some bidders had questioned those specifications. City staff felt in all fairness, it was best to reject all bids and re-submit for a new bid with new requirements. Al Meloni, General Manager of Transwest Ford spoke in opposition of the request to rescind his bid. He stated that the bid met the minimum specifications and exceeded it. He commented that his company had already moved forward with the award bid, and spent money to meet the 90-day requirement. Mr. Meloni stated that he did specify in his bid, that it would be impossible for the exact body to be built in the requested time-frame. Mayor Doby asked Mr. Meloni if Council approves the rejection of all bids, would he intend to re-submit a bid. Mr. Meloni is unsure at this time. Councilman Kelly moved and Councilman Deahl seconded to reject all bids considered at the September 2, 2025 City Council meeting and to rescind the Notice of Award dated September 5, 2025. Voting aye Deahl, Kelly, and Doby, nay Viktorin and Warren, motion carried.
Attorney Eddington read by title AN ORDINANCE AMENDING AND RE-ENACTING CHAPTER 2.20. OF THE TORRINGTON MUNICIPAL CODE, 2025 REVISIONS, RELATING TO PLANNING COMMISSIONS. Buildings & Grounds Superintendent Estes stated that this Ordinance establishes a minimum that if the Planning Commission does not meet, submissions can still move forward to City Council without delay for consideration and action. Term limits have been set to 10 years, verbiage was removed referencing shall or will, and, it would be at the discretion of the City Council to direct the Planning Commission to do a complete city plan or zoning plan for physical improvements and development of the town. Mayor Doby reiterated that this Ordinance sets forth the fact in law and fact that the Planning Commission is subordinate to the City Council who sits as Board of Adjustment. Mayor Doby spoke in favor that under this Ordinance, the committee would consist of five members, four residents of the City and one from the unincorporated area outside city limits. Councilman Viktorin inquired as to how the existing membership would be handled. Mayor Doby responded that should this Ordinance pass after three readings, the members of his choice would be presented in January 2026 for Council approval in conjunction with the annual Mayor’s Appointments. Councilman Deahl moved and Councilman Kelly seconded to approve on first reading, the Ordinance Relating to Planning Commission as presented. Voting aye Deahl, Kelly, Warren, and Doby, nay Viktorin. Motion carried.
The bills from 09-03-25 to 09-16-25 were presented for payment. Councilman Kelly moved and Councilman Viktorin seconded to approve the bills for payment as presented. Motion carried unanimously.
Mayor Doby presented information to the Council regarding the Next Era Wind & Solar project and proposed entering into a joint Memorandum of Understanding (MOU) with Laramie County, Platte County, and Goshen County. There will be an upcoming Industrial Sighting Council meeting to be held on 11-20-25 and 11-21-25. All entities have received notice in Laramie County, Platte County, and Goshen County who are potentially eligible for impact assistance. He stated that the deadline to be a part of the joint MOU is 09-24-25. There is $12 million available in funding only if all of the entities in Laramie, Platte, and Goshen counties are on board, otherwise the funding is reduced to $8 million. The impact assistance only comes in to play after the project has started. Mayor Doby stated that there is a limited amount of funds and the Industrial Sighting Council has the authority to divvy out the funds as they see fit. It is also based on sales tax revenue for the project. The applicant, Next ERA does not have a deadline to submit their proposed plans to the entities affected outlining which roads they will be using, or where they will place man camps, etc. Mayor Doby indicated that any amount can be requested but he advised that it be for rational reasons for requesting assistance such as EMS, jail space, dispatch or anything else that might be impacted. If all of the eligible entities agree to the joint MOU, the deadline of 09-24-25 will be waived. Clerk/Treasurer Strecker commented that permission is needed to move forward to be a party to the MOU. Her recommendation would be to join since we would be impacted and that the City of Torrington should apply for impact assistance. Councilman Viktorin moved and Councilman Deahl seconded to grant authorization for the City of Torrington through its staff to enter into the memorandum of understanding with other affected local governments for purposes of impact assistance funds in connection with the Chugwater energy project, motion carried unanimously.

Mayor Doby spoke in the absence of Fire Chief Correa. He reported that fire calls have been slim for the Torrington Volunteer Fire Department (TVFD). They responded to a couple of motor vehicle accidents. He also stated that the TVFD has been busy with several other events; 1. Guns & Hoses Blood Draw where they collected 30 pints of blood which would help 90 people on average; 2. Safe Kids Day; and 3. A safety event that was held at Trail Elementary School.
Mayor Doby adjourned the meeting at 7:41 p.m.
