Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission (Commission) Rules and Regulations, notice is hereby given of the Application of Wyrulec Company (Wyrulec or the Cooperative) for authority to change its Permanent Service policy, as more fully described below.
1. Wyrulec is a public utility providing electric service to commercial, irrigation, and residential members in Goshen, Platte, and Laramie Counties in Wyoming and other service areas in Nebraska. Wyrulec is subject to the Commission's jurisdiction. Wyo. Stat. §§ 37-1-101(a)(vi)(C) and 37-2-112.
2. On July 22, 2025, Wyrulec filed an Application requesting to change its Permanent Service policy, effective September 1, 2025. The Wyrulec Board of Directors approved the change on June 26, 2025. Pursuant to the provisions of Wyoming Statute § 37-17-103, the Cooperative is not subject to the Commission’s retail rate jurisdiction, however, no portions of the Application seek to implement rate increases. The Application contains one proposed change which is subject to the Commission’s jurisdiction. Specifically, the Cooperative proposes to revise the Cost Sharing of Line Extensions section to exclude new members who provided easements for the original line extension.

4.
