BOARD OF COUNTY COMMISSIONERS of GOSHEN COUNTY, WYOMING
Tuesday July 15, 2025

The Board of County Commissioners of Goshen County, Wyoming, met in regular session on the above date at 9:00 am at the Goshen County Courthouse in the Commissioners’ Chambers with the following members present: Chairman Michael McNamee, Commissioner Justin Burkart, Commissioner Aaron Walsh, and Mary Feagler, County Clerk and Clerk of the Board. The meeting was opened with the Pledge of Allegiance. Commissioner Walsh moved to approve the agenda, seconded, and passed. Commissioner Burkart moved to approve the minutes from the July 1st meeting, seconded, and passed. Chairman McNamee opened the meeting, welcoming all in attendance, and announced he will be excusing himself as soon as the two resolutions on the agenda are adopted, and then Commissioner Burkart will step in as Chairman to continue the meeting
The first order of business was Resolution 2025-10 to appropriate said funds for the 2025/2026 fiscal year. The approved 25/26 budget is available to review on the County website. Commissioner Burkart moved to adopt Resolution 2025-10 as presented, seconded, and passed. Secondly, Resolution 2025-11 was presented to establish tax levies. Commissioner Burkart moved to adopt Resolution 2025-11 Establishing Tax Levies for Fiscal Year 2025-2026, seconded and passed.
The Sheriff was not present to present the Sheriff’s Office and Commissary report. County Clerk Feagler presented the reports. The Sheriff’s office earnings report for June was $1,760, and Commissary earnings for June were $4,943.71. Commissioner Walsh moved to accept the Sheriff’s Commissary and Earnings report, seconded and passed.

County Treasurer Leticia Dominguez presented her monthly financial report by e-mail. The annual tax sale will be held tomorrow, Wednesday, July 16th. Commissioner Walsh moved to approve the Treasurer’s report, seconded, and passed.
County Clerk Mary Feagler presented the updated warrant report and the June payroll liabilities report, a mid-month voucher for the Treasurer, and the voucher for the semiannual county liability insurance. Commissioner Walsh moved to accept the Clerk’s updated warrant report, payroll liabilities report, and approve the two vouchers, seconded and passed.
The Library had no report.
Amy Smith, Ag and Natural Resources Coordinator, introduced Shelby Hanlon, the new 4-H coordinator. Together, they presented the University of Wyoming Extension and 4-H report. Commissioner Walsh moved to accept the UW Extension report, seconded, and passed. Crystal Zerbe, Sensible Nutrition Coordinator, reported that her program has been cut at the Federal level, so she will not be providing the services for Goshen and Niobrara Counties anymore.
Stephanie Baumgardner, Fairgrounds manager, presented the Fairgrounds report. Commissioner Walsh moved to accept the Fair report, seconded, and passed.
The Public Health Director had no report.
