BOARD OF COUNTY COMMISSIONERS of GOSHEN COUNTY, WYOMING

The Board of County Commissioners of Goshen County, Wyoming, met in regular session on the above date at 9:00 a.m. at the Goshen County Courthouse in the Commissioners’ Chambers. The following members were present: Chairman Michael McNamee, Commissioner Aaron Walsh, and Mary Feagler, County Clerk and Clerk of the Board. Vice Chairman Justin Burkart was unable to attend in person but was available by Zoom.
The meeting was opened with the Pledge of Allegiance. Commissioner Burkart moved to approve the revised agenda and the minutes from the June 17th meeting, seconded and passed.
Chairman McNamee gave his condolences to the Schafer family at the news of the loss of Steve Schafer.
Clerk of Court Brandi Correa did not have her monthly earnings report for the District Court. The statewide recording system was having technical issues, and the report was not available. When she is able to run the report, Clerk of Court Correa will deliver it to the County Clerk.
County Grant Writer Hannah Fullmer presented her monthly report. She is working on several grant applications and has submitted several grants, and she is waiting to hear if the county received the award. Commissioner Walsh moved to accept the Grant Writer report, seconded, and passed.County Road and Bridge Superintendent Chris Stoddard, County Surveyor Bob Taylor, and County Planner Michael Tietjen presented the latest updates on the Road and Bridge operations.Superintendent Stoddard began by addressing the old business, starting with a discussion led by County Planner Michael Tietjen regarding changes to permit pricing. The Planning Commission has proposed an increase to the CAFO Permit fee, raising it to $500, in addition to advertising fees. Other permit fee adjustments are also being considered.County Surveyor Bob Taylor then brought up concerns regarding the distinction between Simple Subdivisions and Major Subdivisions, particularly with regard to associated fees.Stoddard also provided an update on the Four Corners Road project, which is currently underway. In addition, he shared that a restructuring of the Road and Bridge procedures has been implemented to improve efficiency. A significant development was the announcement that the County will soon lease a gravel pit located south of town, which will help supply gravel for the county's road maintenance. With nearly 1,200 miles of gravel roads to maintain across the county, this will be a vital resource. Commissioner Walsh moved to accept the Road and Bridge report, which was seconded and passed unanimously. County Clerk Mary Feagler presented the earnings report, the warrant report, and the employee payroll report. The earnings for June were $15,636.00. Commissioner McNamee asked about a resolution that was received from Jim Allen that had to do with lifetime registrations. Clerk Feagler requested that he ask the County Treasurer about the subject. Commissioner Walsh moved to accept her earnings report, the warrant report, and the employee payroll report. Thom Bozeman, Emergency Manager, Fire Warden, and Interim IT Director, presented his monthly reports. The recent moisture has moved the Drought rating from a D3 to a D1. Thom did ask that people use caution with fireworks for the 4th of July holiday, even though there is no fire ban. As for the IT Department, they have a new employee who replaced Clark Thompsett, who retired at the end of June after working for the County for 15years. Commissioner Walsh moved to accept the EM/Fire Warden and IT report, seconded and passed.
The County Public Health Nurse, Heather Dittmer, presented the Public Health report, and the All Hazards Grant was cut by 72%. They have a new program that requires the Public Health office to set a fee schedule. They have until July 15th to set the fee schedule. They are having a Safe Kids Day on September 2nd at the Fairgrounds. Commissioner Walsh moved to accept the report, seconded, and passed.
Maintenance Supervisor Kevin Flock presented his report. He had a quote to replace the ductwork from the basement to the ceiling. The Chairman requested a second quote. Commissioner Walsh moved to accept the Maintenance report, seconded, and passed.
County Assessor Debbi Surratt was added to the agenda, requesting repairs on the older Assessor vehicle, a Ford Explorer. She has decided to do the quoted $1,700 repair to the vehicle. She also reported that due to the complexity of the new property tax exemption laws, she requests hiring a web designer to assist the citizens of the county with property searches. Commissioner Walsh moved to accept the Commissioner's report, seconded and passed.
Terri Baker came as a representative of the landowners neighboring the Chugwater Wind Project. She had letters from people in the area expressing their concerns and protest of the possibility of wind towers going up in their area.
