BOARD OF COUNTY COMMISSIONERS of GOSHEN COUNTY, WYOMING
Tuesday, June 17, 2025
The Board of County Commissioners of Goshen County, Wyoming, met in regular session on the above date at 9:00 am at the Goshen County Courthouse in the Commissioners’ Chambers with the following members present: Chairman Michael McNamee, Commissioner Justin Burkart, Commissioner Aaron Walsh, and Mary Feagler, County Clerk and Clerk of the Board. The meeting was opened with the Pledge of Allegiance. Commissioner Burkart moved to approve the agenda and the minutes from the June 3rd meeting, seconded, and passed. Chairman McNamee opened the meeting, welcoming all in attendance, and briefed those in attendance on the special meeting held with Jenny Staeben from the DEQ, Industrial Citing that occurred last Tuesday afternoon. The meeting was informative and helpful, as she explained the process that the energy company must go through and the approximate project timeframe. Chairman McNamee also announced the open house presented by Nextera Energy at the college that evening and one in Chugwater, Wednesday evening, concerning the company’s Wind Energy project.
Undersheriff Herb Irons presented the Sheriff’s Office and Commissary report. The Sheriff’s office earnings report for May was $1,760.00, and Commissary earnings for May were $8,106.44. He mentioned a contract with Long Building Solutions to come and service the heating and cooling system on an annual schedule. Commissioner Walsh moved to accept the Sheriff’s Commissary and Earnings report, seconded and passed.
County Treasurer Leticia Dominguez presented her monthly financial report and a mid-month voucher to send an advance payment for printing and sending postcards for tax bills. Commissioner Burkart moved to approve the Treasurer’s report and the voucher, seconded and passed.
County Grant Writer, Hannah Fullmer, presented a Resolution for a Safe Streets and Road Grant Application 2025-09. Commissioner Burkart moved to adopt the Resolution, seconded, and passed.
County Clerk Mary Feagler presented the updated warrant report and the May payroll liabilities report. She also presented Resolution 2025-08, which was signed previously out of the meeting, to appoint a special prosecutor. Commissioner Walsh moved to accept the Clerk’s updated warrant report and payroll liabilities report, seconded and passed. Commissioner Burkart moved to ratify Resolution 2025-08, seconded and passed.
Library Board member Michel Traher presented the Library report. She shared that she would like to remain on the Library Board as her current term ends June 30th. Commissioner Walsh moved to accept the Library report, and place Michel on the library board for a second term, seconded and passed.
County Assessor Debbi Surrat presented 2 reduction orders totaling 238.65. Commissioner Walsh moved to approve the reduction orders, seconded, and passed.
The Budget Amendment hearing had the following Amendments:

Commissioner Burkart moved to approve the Budget Amendment, seconded, and passed.
