BOARD OF COUNTY COMMISSIONERS of GOSHEN COUNTY, WYOMING
Tuesday May 20, 2025

The Board of County Commissioners of Goshen County Wyoming met in regular session on the above date at 9:00 am at the Goshen County Courthouse in the Commissioners’ Chambers with the following members present, Chairman Michael McNamee, Commissioner Aaron Walsh, and Mary Feagler, County Clerk and Clerk of the Board. Vice-Chairman Justin Burkart was not present. The meeting was opened with the Pledge of Allegiance. Commissioner Walsh moved to approve the agenda for the meeting and the minutes from the May 6th meeting, seconded and passed. Chairman McNamee opened the meeting welcoming all in attendance and asking the County Clerk, Mary Feagler to share information about the cleanup scheduled for that evening at the Adam Walter Botanical Park. The park that was constructed in 1991 had been maintained for the past several years by South Torrington Water and Sewer District but with lack of funds and manpower they had asked the County to take over the care of the park. A spring cleaning had been planned for that evening from 5:00 to 7:30 requesting county employees volunteer their time to clean up the park. Chairman McNamee announced the appointment of Commissioner Walsh to Council on Fire Prevention and Electrical Safety by Governor Mark Gordon. Those in attendance at the meeting had a brief moment of silence for Diane Foster, a devoted citizen of Goshen County. She passed away after a brief illness.
Sheriff Kory Fleenor presented the Sheriff’s Office and Commissary report. The Sheriff’s office earning report for the month of March was $1,355.00 and Commissary earnings for the month of March was $7,592.82 Commissioner Walsh moved to accept the Sheriff’s Commissary and Earnings report, seconded and passed.
County Treasurer Leticia Dominguez was not present as she was attending the annual Treasurer’s Association meeting. She presented her monthly financial report by e-mail. Commissioner Burkart moved to approve the Treasurer’s report, seconded and passed.

County Clerk Mary Feagler presented a Resolution for EM funding, the Clerk’s report, the updated warrant report and the April payroll liabilities report. Commissioner Walsh moved to accept the Clerk’s updated warrant report and payroll liabilities report, seconded and passed. Commissioner Walsh moved to adopt Resolution 2025-07 to install a generator at the EM building on East M Street, seconded and passed.
Library Board member Jenna Minks, presented the Library report. She shared the information on the various summer programs taking place at the library. Commissioner Walsh moved to accept the Library report, seconded and passed.
The University of Wyoming Extension report was presented by Crystal Zerbe, Director of Sensible Nutrition. She shared the activities for the month. Commissioner Walsh moved to accept the UW Extension report, seconded and passed.
Stephanie Baumgardner, Fairgrounds manager, presented the Fairgrounds report. Commissioner Walsh moved to accept the Fair report, seconded and passed.
Aaqib Syed and Caleb and Whitney St. Charles of Heelstone Renewable Energy presented a powerpoint on their company. They are interested in the possibility of a Wind Energy project in Northern Goshen County.
Deanna Baker from Southern Goshen County spoke during the public comment period on the Wind Energy project that is projected to go into her area. She is not in favor of the view from her front room being disrupted by Wind Turbines. Karen Weber also presented some material that troubled her on the Nextera Wind Energy company, which is the Southern Goshen County company with a proposed project. She also pointed out some changes she would like to see in the proposed County Wind Energy Siting Regulations that have not yet been approved.
