BOARD OF COUNTY COMMISSIONERS of GOSHEN COUNTY, WYOMING

The Board of County Commissioners of Goshen County, Wyoming met in regular session on the above date at 9:00 am at the Goshen County Courthouse in the Commissioners’ Chambers with the following members present; Chairman Michael McNamee, Vice Chairman Justin Burkart, Commissioner Aaron Walsh, and Mary Feagler, County Clerk and Clerk of the Board.
The meeting was opened with the Pledge of Allegiance. Commissioner Walsh moved to approve the agenda, seconded and passed. Commissioner Burkart moved to approve the minutes from the April 15th Commissioner meeting, seconded and passed. The Chairman announced the Budget hearings start Thursday and go through the month of May. The two winners of the Commissioner Scholarship were Magdalena Jacobson and Jada Kaufman. The student who received the renewal scholarship was Kylee Llewellyn. Chairman McNamee announced the passing of former County Commissioner John Ellis in the past week. He held a moment of silence in honor of the former County Commissioner. Commissioner Burkart and Commissioner Walsh made a brief statement in honor of Commissioner Ellis.
Clerk of Court Brandi Correa presented the earnings report for District Court, the monthly earnings were $4,703.50. Commissioner Burkart moved to accept the earnings report, seconded and passed.
County Grant Writer, Hannah Fullmer presented her monthly report. Commissioner Walsh moved to accept the Grant Writer report, seconded and passed.
County Road and Bridge Superintendent Chris Stoddard, County Surveyor Bob Taylor and County Planner Michael Tietjen presented the Road and Bridge report. Commissioner Walsh moved to accept the Road and Bridge Report, seconded and passed.
County Clerk Mary Feagler presented the earnings report, the warrant report, and the employee payroll report. The earnings for the month of April was $16,453.00. Commissioner Walsh moved to accept her earnings report, the warrant report and employee payroll report. Thom Bozeman, Emergency Manager, Fire Warden and Interim IT Director, presented his monthly reports. Commissioner Walsh shirt tailed on the Fire Warden report requesting the citizens of the County call dispatch before they burn to prevent fire calls. The number to call is 532-7001. In Mr. Bozeman’s IT report he announced Clark Thompset will by retiring on June 30 from the IT Department, his position has been posted on the county website. Commissioner Walsh moved to accept the EM/Fire Warden and IT report, seconded and passed.
The Public Health did not have a representative present as the office has several out this week. They will be short staffed all week and are closed on Friday afternoon due to lack of staff in the office.
Maintenance Supervisor Kevin Flock presented his report. He brought bids from two businesses to repaint the maintenance pickup which ranged from 13,300-14,500. The Commissioners made the decision not to paint the pickup due to the expense. Commissioner Walsh moved to accept the Maintenance Supervisor report, seconded and passed.
County Assessor Debbi Surratt present a reduction order in the amount of $541.41. Commissioner Walsh moved to approve the reduction order, seconded and passed.
Anthony Bianchini, Senior Project Manager for NextEra Energy Resources sent a letter to the Commissioner’s addressing some of his concerns with the updated wind regulations that have been submitted to the Commissioner’s for approval. The Commissioners discussed the items during the meeting. June 16th open house in Chugwater with information about the project.
The Lewis Feedlot permit for Confined Animal Facilities Regulations permit was considered, Commissioner moved to approve the permit, seconded and passed. The Chairman asked County Planner to update the board on the process and the current position in the process of approval of the permit. Commissioner Walsh moved to approve the permit feedlot, seconded and passed.
