BOARD OF COUNTY COMMISSIONERS of GOSHEN COUNTY, WYOMING

The Board of County Commissioners of Goshen County Wyoming met in regular session on the above date at 9:00 am at the Goshen County Courthouse in the Commissioners’ Chambers with the following members present, Chairman Michael McNamee, Commissioner Aaron Walsh, and Mary Feagler, County Clerk and Clerk of the Board. Vice-Chairman Justin Burkart was not present. The meeting was opened with the Pledge of Allegiance. Commissioner Walsh moved to approve the agenda and the minutes from the April 1st meeting, seconded and passed. Chairman McNamee opened the meeting with a moment of silence for former County Commissioner Carl Rupp who served from 2012-2018. Carl served the community on several boards and was a lifelong resident of Goshen County. He will be missed. Chairman McNamee offered his condolences to the family.
Undersheriff Herbert Irons presented the Sheriff’s Office and Commissary report. The Sheriff’s office earning report for the month of March was $1,840.00 and Commissary earnings for the month of March was $8,445.04 Commissioner Walsh moved to accept the Sheriff’s Commissary and Earnings report, seconded and passed.
County Treasurer Leticia Dominguez presented her monthly report. Commissioner Walsh moved to approve the Treasurer’s report, seconded and passed.
County Clerk Mary Feagler presented the Clerk’s report, the updated warrant report and the February payroll liabilities report. Commissioner Burkart moved to accept the Clerk’s updated warrant report and payroll liabilities report, seconded and passed. Clerk Feagler also presented a Resolution numbered 2025-06 to appoint a Special Prosecutor. The resolution was adopted and signed.
Library Director, Cristine Braddy, presented the Library report. Commissioner Walsh moved to accept the Library report, seconded and passed. Grant Writer Hannah Fullmer presented Resolution 2025-05 to accept grant funding from the American Library Association for the purchase of accessible shelving and a wheelchair accessible computer desk. The Resolution was adopted and signed.
The University of Wyoming Extension report was presented by Amy Smith, Ag and Natural Resources Coordinator and Interim 4-H Educator, reported on the programs’ activities. She reported the new 4-H Educator has been hired. Her name is Heather Handlin and she will start full time June 2nd. , Commissioner Walsh moved to accept the UW Extension report, seconded and passed.
Stephanie Baumgardner, Fairgrounds manager and Eleno Oliva, Grounds Maintenance Manager presented the Fairgrounds report. Stephanie request to close the Fair Cap Fac II checking account and deposit the balance of the account into the regular Fair Cap Fac II account. Commissioner Walsh moved to accept the Fair report and approve the closing of the Cap Fac II checking account, seconded and passed.
Deb Grandy, Wyoming and Child Development Director at Torrington Learning Center attended the meeting to ask for the county’s continued monetary donation of $1,500.00 to the program. Commissioner Walsh moved to continue the support, seconded and passed.
The regular meeting was completed at 10:07. The public hearing for the Lewis Feedlot began at 10:30.Neighbors of the feedlot Ron Stuckert and Mark LaGrande appeared in front of the Commissioners to voice their protest of the passing of the permit.
The meeting went into the executive session at 11:55 am and came back in regular session at 12:25 pm
