BOARD OF COUNTY COMMISSIONERS of GOSHEN COUNTY, WYOMING

The Board of County Commissioners of Goshen County Wyoming met in regular session on the above date at 9:00 am at the Goshen County Courthouse in the Commissioners’ Chambers with the following members present, Chairman Michael McNamee, Vice-Chairman Justin Burkart, Commissioner Aaron Walsh, and Mary Feagler, County Clerk and Clerk of the Board. The meeting was opened with the Pledge of Allegiance. Commissioner Burkart moved to approve the agenda and the minutes from the March 4th meeting, seconded and passed. Chairman McNamee mentioned the closing of the Legislative session in Cheyenne and that now the work begins for the county in the upcoming budget session.
Sheriff Fleenor presented the Sheriff’s Office and Commissary report. The Sheriff’s office earning report for the month of February was $1,632.00 and Commissary earnings for the month of January was $6,727.24. Commissioner Walsh moved to accept the Sheriff’s Commissary and Earnings report, seconded and passed.
Road and Bridge Supervisor Chris Stoddard presented a voucher to purchase a Durapatch machine for his department. Commissioner Burkart moved to accept the Road and Bridge report, seconded and passed and the voucher was approved and signed.
County Treasurer Leticia Dominguez presented her monthly report. She inquired on the SAMS number and who should have access to the Government Grant portals. Commissioner Burkart made a motion for the Treasurer, who is the point of contact for the portal to grant the Emergency Manager and the Grant writer the necessary permissions to apply for grants and to have the county retain only one SAMS number, seconded and passed. Commissioner Burkart moved to approve the Treasurer’s report, seconded and passed.
Library Board member Andrea Matlock presented the Library report. Commissioner Burkart moved to accept the Library report, seconded and passed.
County Clerk Mary Feagler presented the Clerk’s report, the updated warrant report and the February payroll liabilities report. Commissioner Burkart moved to accept the Clerk’s updated warrant report and payroll liabilities report, seconded and passed.
County Assessor Debbi Surrat presented her report. She explained the work now set in place for the Assessors of the state to update their records in order to comply with the new legislation concerning property tax reduction. Commissioner Walsh moved to accept the Assessors report, seconded and passed.
The University of Wyoming Extension report was presented by Crystal Zerbe for Amy Smith Ag and Natural Resources Coordinator and Interim 4-H Educator, who had a work related meeting in Platte County and was unable to attend. Ms. Zerbe, Sensible Nutrition Coordinator, reported on the programs’ activities. Commissioner Walsh moved to accept the UW Extension report, seconded and passed.
Stephanie Baumgardner Fairgrounds manager, Eleno Oliva Grounds Maintenance Manager and Kim Craft Fair Coordinator presented the Fairgrounds report. Kim was introduced at the meeting as she is the new Fair Coordinator. Commissioner Walsh moved to accept the Fair Grounds report, seconded and passed. Stephanie presented the bid for the HVAC repair needed in the Rendezvous Center. The bid is $35,380.52. The County has $25,000 in Capital Projects reserved for that specific project. Commissioner Burkart moved to pay using the $25,000 in Capital Projects; Fair HVAC and to add an addition $5,000 to the cost paid for by the county and an additional $5,000 to be taken from the Fair Cap Fac II account to pay for the repairs, seconded and passed.
The meeting went into the executive session at 10:30 am and came back in regular session at 11:25 am
