BOARD OF COUNTY COMMISSIONERS of GOSHEN COUNTY, WYOMING
Tuesday, March 4, 2025

The Board of County Commissioners of Goshen County, Wyoming met in regular session on the above date at 9:00 am at the Goshen County Courthouse in the Commissioners’ Chambers with the following members present; Chairman Michael McNamee, Vice Chairman Justin Burkart, Commissioner Aaron Walsh, and Mary Feagler, County Clerk and Clerk of the Board.
The meeting was opened with the Pledge of Allegiance. Commissioner McNamee announced that the public meeting for the Wind Energy Siting Regulations will be set today and no other action will be taken on the regulations. Commissioner Burkart moved to approve the revised agenda, seconded and passed. Commissioner Burkart moved to approve the February 18st, 2025 meeting minutes, seconded and passed.
Clerk of Court Brandi Correa, presented her department report in the amount of $4,059.53. Commissioner Walsh moved to accept the Clerk of Court earnings report, seconded and passed.
County Grant Writer, Hannah Fullmer presented her monthly report. Commissioner Walsh moved to accept the Grant Writer report, seconded and passed.

County Road and Bridge Superintendent Chris Stoddard, County Surveyor Bob Taylor and County Planner Michael Tietjen presented the Road and Bridge report. County Planner Michael Tietjen presented his report. He verified that the simple subdivision, being presented by Surveyor, Donald Brush, had been approved by the planning Commission. The Veal Simple Subdivision was presented to the Commissioners for approval. Mr. Tietjen also announced the Lewis Feedlot has had a public comment opportunity at the last Planning Commission meeting. The County Commissioners will have a Public Hearing for the CAFO feedlot permit at their regularly scheduled meeting on April 15th. Commissioner Walsh moved to approve the Veal subdivision, seconded and passed. Commissioner Walsh moved to accept the Road and Bridge Report, seconded and passed.
County Clerk Mary Feagler presented the earnings report, the warrant report, the employee payroll report and the bond for the County Surveyor. The earnings for the month of February were $12,632.00 Commissioner Walsh moved to approve her report, including the warrant report, employee earnings report, the bond for Chief Deputy Treasurer, Bonita Christopher, Commissioner Walsh moved to accept the County Clerks earnings report, warrant report, payroll report and employee bond, seconded and passed. Thom Bozeman, Emergency Manager and Fire Warden, presented his report. He recommended the Fire ban remain lifted with caution as we are still very dry compared to the normal this time of year. We are in a D3 drought rating. Commissioner Walsh moved to accept the EM/Fire Warden report, seconded and passed.
Public Health Nurse Kara Palfy presented the Public Health report. Wyoming had the first case of H1N1 virus (bird flu). Commissioner Walsh moved to accept the Public Health report, seconded and passed.
IT Supervisor, Jesse Bowen, presented information about a bucket truck he is interested in purchasing. The Commissioners requested he take the Road and Bridge mechanic with him to go look at it and report back on the findings. He also briefed the Commissioners on the price estimate to switch from the current county bookkeeping system to another system called School ERP Pro from Tyler Technologies.
Maintenance Supervisor Kevin Flock presented his report. Commissioner Walsh moved to accept the report, seconded and passed.
The Wind Energy Siting regulations public hearing was scheduled for the April 1st regular Commissioner meeting at 10:30 AM. The Lewis Feedlot CAFCO permit public hearing was scheduled for April 15th at 10:30 AM during the regularly scheduled mid-month County Commissioner meeting.
In the public comment portion of the meeting Jim Lerwick promoted Wind and Solar Projects and stated the economic impact on the county budget would be beneficial. The Commissioners listened to his statements and did not voice an opinion for or against such projects.
