BOARD OF COUNTY COMMISSIONERS of
GOSHEN COUNTY, WYOMING

The Board of County Commissioners of Goshen County, Wyoming met in regular session on the above date at 9:00 am at the Goshen County Courthouse in the Commissioners’ Chambers with the following members present; Chairman Michael McNamee, Vice Chairman Justin Burkart, Commissioner Aaron Walsh, and Mary Feagler, County Clerk and Clerk of the Board.
The meeting was opened with the Pledge of Allegiance. Commissioner Walsh moved to approve the revised agenda and the minutes from the October 15th meeting, seconded and passed. Chairman McNamee opened the meeting with comments regarding the election that was held the day before. He shared his gratitude toward the people that help conduct the election.
Clerk of Court Brandi Correa presented her October earnings report in the amount of $2,844.50 Commissioner Walsh moved to accept her earnings report, seconded and passed.
County Grant Writer, Hannah Fullmer attended the meeting. She reported she has submitted the TANF grant and is working on a grant for the Library to allow better access for those with disabilities to the Library. Commissioner Walsh moved to accept the Grant Writer report, seconded and passed.
County Road and Bridge Superintendent Chris Stoddard, County Surveyor Bob Taylor and County Planner Michael Tietjen presented the Road and Bridge report. Road Supervisor Chris Stoddard reported that the blade operators are on the roads. They spent some time installing some culverts and trimming trees around the county due to the lack of moisture on the roads. Bob Taylor presented his report. County Planner Michael Tietjen reported he is getting certified to inspect and approve septic permits. Updating the land use plan is still in the beginning stages for the county. Commissioner Walsh moved to accept the Road and Bridge Report, seconded and passed.
County Clerk Mary Feagler presented the earnings report, the warrant report, and the payroll report. The earnings for the month of September were $15,739.00. Commissioner Walsh moved to accept the reports, seconded and passed. Thom Bozeman, Emergency Manager and Fire Warden, presented his report. He had five grants for Chairman McNamee to sign. He presented Resolution 2024-14 for the approval of the grants to accept funding from the State Office of Homeland Security. He also reported that the county is under a Stage 1 Fire Ban. The entire county is in a D3 Drought. On the scale a D4 being the most severe drought. Commissioner Walsh moved to accept the EM/Fire Warden report, seconded and passed. Commissioner Burkart moved to adopt the Resolution 2024-14, seconded and passed.
Maintenance Supervisor Kevin Flock had reported some mechanical issues with the control panel for the Court House heating and cooling system in the October meeting. Commissioner Burkart made a motion to approve the repairs in the amount of 34,570.00 Commissioner Walsh amended the motion to add the repair of the sump pump repair with the additional amount 21,447.00. Commissioner Burkart moved to accept the report and approve the repairs, seconded and passed.
County Assessor asked to be added to the agenda to present a reduction order in the amount of $546.36. Commissioner Walsh moved to accept assessor report and approve the reduction order, seconded and passed.
Commissioner Burkart reported for the IT Committee. The Committee has decided to have the IT department assessed for a security and financial evaluation. Commissioner Burkart made a motion to allow the IT Committee the option of moving forward with a contract to review the IT infrastructure, seconded and passed.
John Ellis attended the meeting to present a letter of resignation from the Goshen County Planning Board. The board has three openings that will need to be filled for terms beginning January 1, 2025. Any interested parties should send a letter of interest to the County Commissioner’s at PO Box 160, Torrington or drop one off in the County Clerk’s office.
Commissioner Burkart moved for the board to go into Executive Session at 10:55 am, seconded and passed. The Executive session adjourned at 11:20 am.
