TORRINGTON – The City of Torrington is asking residents to avoid area streets which are part of the FY24 Crack Fill Project. 

“We ask the residents to avoid parking in the street during construction. Crews are expected to begin work the week of March 4,” Mark Weis, project manager for the city said. “The exact start date is unknown, but work should be done in approximately two to three days, so it moves very fast.”

The project will encompass East B Street from Highway 26 to 30th Avenue and East C Street from Highway 26 to 30th Avenue. and consists of applying 100,000 linear feet of hot mix joint sealant to the city streets. 

“Bid opening for the project was held at 2 p.m. on October 18, 2023,” according to a recent press release. “The contractor will be given 30 days to complete the project with substantial completion date of March 29, 2024.”

The project comes as preventative maintenance, and the project funding was established in the 2024 fiscal year budget for $100,000.

“This is part of the City’s asphalt maintenance program, and the crack fill helps prevent moisture from getting into the subgrade, which can lead to potholes,” Weis said. “We usually follow up the streets that have been crack filled with a chip seal the next year or so, which prolongs the life of the asphalt.”

The project completion date is unknown due to environmental factors, according to Weis, however he anticipates the crew to work from 7 a.m. to 7 p.m.
