BOARD OF COUNTY COMMISSIONERS of
GOSHEN COUNTY, WYOMING
    Tuesday Feb 2, 2021
The Board of County Commissioners of Goshen County, Wyoming met in regular session on the above date at 9:00 am at the Goshen County Courthouse in the Commissioners Chambers with the following members present Chairman John Ellis, Vice Chairman Cody Cox, Justin Burkart Commissioner and Cindy Kenyon, County Clerk and Clerk of the Board. The meeting was opened with the Pledge of Allegiance. Commissioner Cox moved to approve the agenda and minutes of the last meeting, seconded and passed.
The County Clerk report was accepted from County Clerk Cindy Kenyon. The Clerk submitted her earnings report in the amount of $15,716.50. Commissioner Burkart moved to approve the earnings report, seconded and passed. The Clerk presented three employee bonds. Commissioner Burkart moved to approve the employee bonds, seconded and passed. Commissioner Cox moved to approve the warrants for payment, seconded and passed. Commissioner Cox moved to accept the Clerk’s report, seconded and passed.

Public Health Director Kelly Beard presented a contract for approval. Commissioner Cox moved to approve the Memorandum of Understanding between the Wyoming Department of Health, Public Health Division and Goshen County for Covid19 disease surveillance and testing activities in the amount of $161,256.00, seconded and passed.
The Road and Bridge report was accepted from Bob Taylor County Surveyor and Gary Childs County Planner.  Mr. Taylor presented the Final Plat of the ATEC Addition for approval. Commissioner Burkart moved to approve the ATEC Addition Final Plat, seconded and passed. Commissioner Burkart moved to accept the Road and Bridge report, second and passed.
Clerk of District Court Brandi Correa presented her monthly earnings report in the amount of $1781.00. Commissioner Cox moved to accept the Clerk of Court report, seconded and passed.
Mark Weis project manager at City of Torrington presented a Recreation Board Grant Application for playground equipment. The Commissioners will research the project.
Fire Warden Bill Law presented his monthly report. Emergency Manager Shelly Kirchhefer presented her report via email. Commissioner Burkart moved to accept the reports, seconded and passed
Public Health Director Kelly Beard updated the Commission on Covid vaccine clinics. The Commissioners thanked Ms. Beard and her staff for all their efforts.
The Commissioners opened the Public Hearing to Consider Liquor License Renewal Applications. All license holders submitted a renewal application: Frontier Mart; Table Mountain Vineyards; Longbranch Steakhouse and Saloon; Emporium at Hawk Springs, The Bucking Horse Steakhouse; and Bear Creek Enterprises. Commissioner Cox moved to approve the Liquor Licenses for renewal as submitted, seconded and passed.
The Commission adjourned at 10:12 am. The next regular meeting will be Tuesday February 16, 2021. The meeting will be in person.
