PUBLIC NOTICE

BOARD OF COUNTY COMMISSIONERS of
GOSHEN COUNTY, WYOMING
    Tuesday Sept 15, 2020
The Board of County Commissioners of Goshen County, Wyoming met in regular session on the above date at 9:00 am at the Goshen County Courthouse in the Commissioners Chambers with the following members present Chairman John Ellis, Vice Chairman Cody Cox and Commissioner Pinky Walter and Cindy Kenyon, County Clerk and Clerk of the Board. The meeting was opened with the Pledge of Allegiance. Commissioner Walter moved to approve the agenda and minutes of the last meeting, seconded and passed.
Lt. Wes Deen presented the Sheriff’s Report. Commissioner Walter moved to accept the monthly earnings report in the amount of $1635.00, seconded and passed.  Commissioner Cox moved to accept the Jail Commissary Report, seconded and passed. Commissioner Cox moved to approve the Wyoming State Loan and Investment Board contract for Cares Act funds in the amount of $10,000 for equipment to allow inmates to appear in court from the jail, seconded and passed. Commissioner Cox moved to approve the Sheriff’s report, seconded and passed.

County Treasurer Leticia Dominguez presented the Irrigation Certificates for this year. Commissioner Walter moved to approve the Certificates of the Goshen Irrigation District, Horse Creek Irrigation District, Torrington Irrigation District, Hill Irrigation District and Ferris Irrigation District, seconded and passed. GASB Consultant Ron Russell and Treasurer Dominguez presented an updated version of her monthly report. Commissioner Cox moved to deposit $600,000.00 to the County Contingency Reserve Account, seconded and passed. Commissioner Walter moved to accept the Treasurer’s Report, seconded and passed.
Yoder Fire District Director Dempsey Hansen presented a resolution in support of the purchase of a new quick attack type fire apparatus. Commissioner Cox moved to approve Resolution  2020-14 A RESOLUTION AUTHORIZING SUBMISSION OF A MINERAL ROYALTY GRANT APPLICATION TO THE STATE LOAN AND INVESTMENT BOARD OF WYOMING ON BEHALF OF THE GOVERNNING BODY FOR THE YODER FIRE PROTECTION DISTRICT #5A FOR THE PURPOSE OF PURCHASING A NEW BRUSH TYPE FIRE TRUCK in the amount of $217,500.00, seconded and passed.
Residents Annie Aleman, Tony Castro, Gordon DuBray, and LaDonna Feagler (South Torrington Water and Sewer District) presented information about the continued issues with possibly abandoned vehicles. The residents also requested the Commissioners consider residential zoning for their area.
County Clerk Cindy Kenyon presented her monthly report. Commissioner Walter moved to approve the updated warrant report, seconded and passed. Commissioner Cox moved to approve a voucher for Knife River for road work, seconded and passed. Commissioner Walter moved to approve the yearly extension office salary agreement with the University of Wyoming, seconded and passed.  Commissioner Cox moved to approve the Cares Act Grant Contracts with the Wyoming State Loan and Investment Board for a total of $1,1494,153.00, seconded and passed. Commissioner Walter moved to approve the County Clerk report, seconded and passed.
The Commission adjourned at 10:15 am. The next regular meeting will be October 6, 2020.
