BOARD OF COUNTY COMMISSIONERS of GOSHEN COUNTY, WYOMING

The Board of County Commissioners of Goshen County, Wyoming met in regular session on the above date at 9:00 am at the Goshen County Courthouse in the Commissioners’ Chambers with the following members present; Chairman Michael McNamee, Vice Chairman Justin Burkart, Commissioner Aaron Walsh, and Mary Feagler, County Clerk and Clerk of the Board.
The meeting was opened with the Pledge of Allegiance. Commissioner Burkart moved to approve the agenda and the minutes from the March 18th Commissioner meeting, seconded and passed.
Clerk of Court Brandi Correa was unable to present the earnings report as there was a glitch between her system and the Circuit Court system and the monthly earnings from both courts were combined. She said that the transition to the courts new recording system has not been a smooth one. She will provide her earnings report to Clerk Feagler to present at the mid-month meeting.
County Grant Writer, Hannah Fullmer presented her monthly report. Commissioner Walsh moved to accept the Grant Writer report, seconded and passed.
County Road and Bridge Superintendent Chris Stoddard, County Surveyor Bob Taylor and County Planner Michael Tietjen presented the Road and Bridge report. County Surveyor Bob Taylor introduced 2 plats vacating property. They were the Raymond 2nd filing and the Park Subdivision 2nd Filing both are vacation and replats. The plats were not printed on mylar yet and will be signed at a later date. Commissioner Walsh moved to approve the vacation of the two Plates, seconded and passed. County Planner Mike Tietjen announced that the agenda and minutes for Planning Commissioner meetings are now being published on the County Planner page on the Goshen County Website. Road and Bridge Superintendent Chris Stoddard reported the recent moisture has helped immensely with road grading conditions and the crews are out working. A community member who attended the meeting commended the Road and Bridge Supervisor for the improvement on the quality of grading on their road recently. Commissioner Walsh moved to accept the Road and Bridge Report, seconded and passed.
County Clerk Mary Feagler presented the earnings report, the warrant report, and the employee payroll report. The earnings for the month of March was $13,946.00. Commissioner Walsh moved to accept her earnings report, the warrant report and employee payroll report. Thom Bozeman, Emergency Manager, Fire Warden and IT, presented his monthly report. He presented a Grant to be approved along with a Resolution to accept the Grant Funds. It is Resolution number 2025-4. Commissioner Walsh moved to accept the EM/Fire Warden and IT report, seconded and passed. Commissioner Burkart moved to adopt Resolution 2025-04, seconded and passed. Commissioner Walsh commented that the county citizens need to call dispatch to report controlled burns to save the fire department from responding to unnecessary calls.
Interim Goshen County Public Health Nurse, Kim Proffit presented the Public Health report. She asked for permission to pursue filling the position of Public Health Nurse Supervisor which recently became vacant. She also brought a Contract amendment between the Wyoming Department of Health, Public Health Division and Goshen County. Commissioner Walsh moved to accept the Public Health report, seconded and passed. Commissioner Burkart moved to approve the amendment and to approve the hiring of a nurse for the Supervisor Position, seconded and passed.
Maintenance Supervisor Kevin Flock was not present at the meeting, Clerk Feagler presented some bids on dump trailers for Kevin as he had relayed his need to Clerk Feagler for a dump trailer. He has the funds in his budget and wants to purchase one before the spring and summer season.
Moriah Harkins presented the preliminary plans for celebrating the Wyoming Semiquincentennial Celebration. She asked for a formal approval to support the group as the Committee to apply for the funding and plan the celebration. Commissioner Walsh moved to approve the formation of the committee to plan the celebration.
Anthony Bianchini with Nextera Energy Resources was present at the meeting to share information about his company mainly speaking on Wind Energy.
The public comment portion of the public comment period began at 11:00 am.
The regular meeting adjourned at 11:30 am. The next meeting will be Tuesday, April 15th, 2025 at 9:00 am. Per Wyo. Stat. §18-3-516(f), access to the county information can be obtained at www.goshencountywy.gov or by calling the Clerk’s office (307)532-4051.(approved for publication)
